- I. OVERVIEW: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; responses are being requested and a written solicitation will not be issued. This requirement is also a 100% small business set-aside. The document # is BEP-RFQ-11-0064 and this is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-49 including amendments effective January 24, 2011. This requirement is being set-aside as a Total Small Businesses set aside under NAICS code 315999 Other Apparel Accessories and Other Apparel Manufacturing. Only qualified small business Offerors may submit responses. The Government anticipates awarding one or more Blanket Purchase Agreements (BPA). II. REQUIREMENT: The Bureau of Engraving and Printing (BEP) has a requirement to purchase police uniforms and related tailoring services. The type of men's and women's police uniforms includes but is not limited to; shirts, blue shirts, pants, bdu pants, streetgear pant, range streetgear pants, new recruit pants, patches, gloves, winter gloves, coats, winter rain, and bike, stripes, boots, shoes, hats, garrison hats, scarves, dress blouses, and neckties, bike uniforms, t-neck shirts. Police uniforms are intended to be used by the BEP's security personnel located at its Washington, DC facility; however the requirement may be expanded to include security personnel located at the BEP's Fort Worth, Texas facility. Tailoring services encompasses any alterations or repairs that might be needed. Refer to the attached document entitled, "BPA Terms and Conditions" for additional details. III INSTRUCTIONS: A. Specific: Interested parties shall provide a response in accordance with the below instructions. Response shall be provided on company letterhead, reference BEP-RFQ-11-0064 and submitted to the attention of Rosa Lee, Contract Specialist. Responses shall include the following information 1. Past performance information demonstrating experience in providing the types of items found under the aforementioned NAICs code. Past performance shall include at least three (3) references, be limited to and include the following information for each reference: • Name of contracting activity/company. • Total contract/subcontract value. • Description of the contract/subcontract. • Point of contact; name, e-mail address and/or telephone number. • Period of performance. Offerors that are newly formed entities without prior contracts should include a statement to that matter. 2. Pricing: a. Pricing for tailoring services and uniforms. It is recommended Offerors provide as a separate document. b. Proposed volume discount; c. Proposed Prompt payment discount; 3. Technical and Company Capability: a. A technical and company capability narrative, not to exceed seven (7) pages, demonstrating the approach of how the company will provide these uniforms and related tailoring services as well as description of the company's capabilities to provide the BEP the full extent of items found under the aforementioned NAICs code. The narrative shall provide the Government with a reasonable assurance that the company has the relevant capability required to meet or exceed the requirement; i. Of specific importance is how the Offeror proposes to have tailoring services performed due to BEP personnel being located within Washington, DC along with a possibility for the BPA to be expanded to include BEP personnel located in Fort Worth, Texas. For example, instances where new BEP personnel need to be measured and or basic tailoring needs to be performed. B. Provisions: The following provisions apply to this solicitation: 52-212-1 Instructions to Offerors-Commercial Items; 52-212-3 Offeror Representations and Certifications-Commercial Items; 52.219-6 Notice of Total Small Business Set-aside IV. DUE DATE: Responses are due no later than 1:30 P.M. Eastern Time 02/15/11 and will be accepted either via fax at 202-874-2200 or by e-mail sent to rosa.lee@bep.gov. V. Award & Evaluation: The Government will use the submitted information for consideration of a BPA award. Award will be based The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical and Company Capability, Past Performance and Price. Technical and Company Capability and Past Performance, when combined, are more important than Price. 17.
