- FedBizOpps Sources Source Synopsis for Repairs and Alterations with Design/Build Capability (on an as needed basis) in Federally- Owned and Leased Space in New York Metropolitan Description Sources are sought to provide all labor, material, supervision, equipment, and tools necessary to perform general repairs and alterations in Federally-owned buildings and Federally-leased space within the five (5) boroughs of New York City, and in the New York State counties of Nassau, Suffolk, and Westchester. The contemplated repairs and alterations involves but is not limited to the interior of the buildings and the demolition of interior building components; installation of duct work; construction of partitions, doors and frames; installation of acoustical ceilings; removal and installation of ceiling and floor tile; removal and installation of carpet and floor systems; removal and installation of various electrical devices and components; installation of copper tubing and check valves for domestic water supply; and interior painting. There may also be requirements to furnish design (A&E) services on certain projects. Multiple-awards of Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contracts are contemplated. Each contractor must be capable of performing several projects concurrently and must have the ability to perform construction projects (on an as needed basis) ranging in dollar values from $2,000 to $2.79 Million (GSA Prospectus Level). Contractors will be expected to serve as the general contractor to include performing certain portions of the work (including to provide a project superintendent) with its own employees and to subcontract for the remaining portions (specialized trades) of the project. As the general contractor each contractor will be responsible for the entire project (work of all trades). Prospective contractors must be capable of performing at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees (but see Note below). Also each contractor will be subject to furnishing a bid bond and performance and payment bonds on projects over $25,000. The term of each of the multiple awards is intended to be a one year base period with four (4) 1 year option periods. The Government is considering a negotiated procurement using the lowest price and technically acceptable method. Individual task orders exceeding $2,000.00 will be competed amongst the contract awardees unless the Government deems otherwise on an individual task order basis. Non-price factors (e.g. past performance) may be used in determining the placement of these orders. The minimum order amount for each contract period will be $20,000.00 and the maximum ordering limitation dollar amount will be $20 Million for the base period and for each option period. The Government intends to set aside this procurement to small business concerns only. To be considered a small business concern a contractor's average annual receipts for the preceding 3 fiscal years may not exceed $33.5 million per NAICS code 236220. In addition, the Government may choose a partial set aside for one or more of the following small business categories: Service-Disabled Veteran-Owned Businesses ("SDVOSB"), HUBZone Small Businesses ("HUBZone"), and 8(a) Concerns. A partial set-aside will be made if there is a reasonable expectation of obtaining responsive offers from two or more responsible/capable concerns within the aforementioned categories at a fair market price. Other small business concerns which are not a "SDVOSB", a "HUBZone", or an "8(a)" will still be eligible to participate in the solicitation. Therefore, the Government is seeking to identify potential sources in order to determine the applicability of one or more of these set asides. All interested small business firms meeting the requirements of NAICS code 236220, including those that are not a "SDVOSB", "HUBZone", or an "8(a)", are requested to submit qualifications showing evidence of their capability to perform successfully as a General Contractor on various concurrent repair and alteration projects. Based on the dollar range given for the task orders, interested firms are requested to submit a list of relevant projects within the past 5 years to include dates, project description, project location, dollar amount, and customer point of contact (address, telephone number, email). For eligibility as a "SDVOSB" see Federal Acquisition Regulation (FAR) Subpart 19.1403, for "HUBZone" see FAR Subpart 19.1303, and for "8(a)" see FAR Subpart 19.802.
