Description
This notice is issued by Travis AFB, CA, to post a Sources Sought via the Internet for responses from interested parties. These services shall be provided according to manufacturers instructions and as required by the government for mission accomplishment and safety reasons, and will require innovative approaches to meet challenging requirements and schedules. Safety, code compliance (electrical, mechanical, fire, etc.), leadership in Energy and Environmental EMS, information management, technical capability, seamless integration and responsiveness will be key elements to successfully performing the work. This Source Sought shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. Any information provided in response to this Sources Sought inquiry is strictly voluntary and at no cost to the Government. Any formal solicitation will be announced separately. Travis AFB is interested only in identifying interested and capable contractor that can perform the services identified. Travis AFB is seeking capabilities of small, small disadvantaged and women-owned small businesses for the appropriate level of competition and/or small business subcontracting goals for the requirement. Comments and information on the following is requested: (1) Company Cage Code; (2) DUNS; (3) Name, address, point of contact, telephone, fax, email address; (4) NAICS; (5) Your role in the performance of the requirement (a) prime contractor; (b) subcontractor; (c) other, please describe; (5) if you indicated your role as prime contractor in (a) above, indicate the functions for which you would plan to use subcontractor; (6) provide information indicating you capability to mobilize, manage, and finance a large service contract; (7) indicate if your company primarily does business in the commercial sector or Government sector; (8) describe relevant commercial sector contracts you have performed for similar services within the last 3 years, if applicable, (9) provide a list of relevant Government contracts you have performed for similar services within the last 3 years, including (a) contract number and title; (b) contract type, dollar amount and performance period; and (c) Government point of contact; (10) indicate which NAICS code(s) you company usually performs under for Government contracts, if applicable, and also include the amount of insurance with which you have performed previous Government contracts; (11) Provide suggestions on how you would maximize the effectiveness of any subsequent solicitation and resultant contract in providing quality services to Travis AFB. Scope of work: We are seeking to businesses experienced in developing maintenance and repair programs. A.Provide HVAC/R maintenance and repair services to Westwind Inn lodging facility related to: (i) (Testing) testing equipment for excessive vibration; motor windings resistance; refrigerant charge; fan RPM; refrigerant oil (acid); water condition; flue gas analysis; safety controls; combustion and draft; crankcase heaters; control system (s) etc..(ii) (Inspecting) Check for worn, failed or doubtful parts, mountings; drive couplings; oil level; rotation; soot, flame composition and shape; pilot and igniter; steam, water, oil and/or refrigerant leaks etc.. B. Preventive Maintenance: Required to clean, align, calibrate, tighten, adjust, lubricate and paint equipment. These activities are intended to extend equipment life and assure proper operating conditions and efficiency. Perform preventative maintenance per Maintenance Action Sheets (MAS) established by TAFB HVAC/R shop. Typical activities include: (i) Cleaning coil surfaces; fan impellers and blades; electrical contacts; burner orifices; passages and nozzles; pilot and igniter; cooling tower baffles, basin, sump and float; chiller, condenser and boiler tubes, etc. (ii) Aligning belt drives; drive couplings; air fins, etc. (iii) Calibrating safety controls; temperature and pressure controls, etc. (iv) Tightening electrical connections; mounting bolts; pipe clamps; refrigerant piping fittings; damper sections, etc. (v) Adjusting belt tension; refrigerant charge; super heat; fan RPM; water chemical feed and feed rate; burner fuel/air ratios; gas pressure; set point of controls and limits; compressor cylinder unloaders; damper close-off; sump floats etc. (vi) Lubricating motors; fan and damper bearings; valve stems; damper linkages; fan vane linkages, etc. (vii) Painting, for corrosion control, as directed by a scheduling system and or as a needed basis. C. Detailed equipment listing, and systems requiring reoccurring maintenance and repair to include filter changes on said items: • Boilers Heat (2) Parker • Boiler Domestic HW (1) • Chillers (2) Trane • Pumps (8) • DDC Controller (1) Honeywell XL 5000 • Fan Coils Units (420) • Exhaust Fans (12) • Supply Fans (5) • VFD's (8) ABB, Yaskawa • Bathroom Exhaust Fans (350) D. Preventive maintenance actions completed annually unless determined otherwise by type of equipment: Perform preventative maintenance per Maintenance Action Sheets (MAS) established by TAFB HVAC/R shop (i) Two (2) Chillers a. Check Freon levels and Freon pressure monitoring b. Check heat exchanger delta T (temp differentials) of water flow c. Check all control devices for proper setting and functions d. Check condition and tightness of all electrical connections e. Check condition of contactor points f. Visual inspection/ detection of Refrigerant leaks - oil spots g. Check for excessive vibration of refrigeration lines h. Check amperage draw of compressor for correct parameters listed on manufacturer tag i. Check for correct power supply voltage (ii) Eight (8) Pumps a. Check for correct power supply voltage b. Check for correct amperage draw c. Check for clean intake strainer screens d. Check for correct GPM water flow e. Check for excessive vibration f. Check for leaking pump head seals g. Check all electrical connections (iii) Three (3) Boilers a. Check gas supply pressure b. Check manifold gas pressure c. Check rate of firing combustion of boiler flame d. Check all safety control settings and operation e. Check delta T across boiler water flow f. Check for correct water level in boiler g. Check condition and tightness of all electrical connections h. Check operating temperature setting i. Check operation and condition of inducer fans (iv) Two (2) Variable Frequency Drives a. Check condition and tightness of all electrical connections b. Test amperage draws through sequence of operation to meet manufacturer parameters c. Test all safety controls for proper operation d. Check condition of contactor points (v) Eight (12) Exhaust Fans (large common areas) a. Check operation and condition of fan belts b. Check tightness of all fan drive set screws c. Check for excessive vibration d. Check for correct rotation e. Check for correct power voltage f. Check for correct amperage draw g. Lubricate all bearings (vi) Four Hundred and Twenty (420) Fan Coil Units (Filter Change every 6 months) a. Check for excessive vibration b. Check for correct rotation c. Check for correct power voltage d. Check for correct amperage draw e. Change Filters f. Ensure coils are clean and clean if needed g. Check Thermostat operation (vii) Five (5) Supply Fans a. Check operation and condition of fan belts b. Check tightness of all fan drive set screws c. Check for excessive vibration d. Check for correct rotation e. Check for correct power voltage f. Check for correct amperage draw g. Lubricate all bearings (viii) Three Hundred and Fifty (350) Bathroom Exhaust Fans a. Check operation and condition b. Check for excessive vibration (ix) DDC Control a. Verify set-point to base standards b. Ensure proper operations E. Change filters on four hundred and twenty (420) fan coil units every 6 months with pleated felt filters. F. Repair and or replace any parts and material that may fail during inspection, normal operation, and requested service call of all HVAC equipment said previously
