- The U.S. Army Corps of Engineers, Alaska District, is conducting market research to ascertain if there are small businesses which have the capability to construct FTR271C - RV Parking Lot at JBER, Alaska. This is a Sources Sought Announcement to conduct market research for determinations required by various Federal Acquisition Regulations. Responsible sources having relevant experience and the capabilities to perform the work will be considered for determining the acquisition strategy of this Military Construction Project. The determination of acquisition strategy for this acquisition lies solely with the government. (It is noted that the subject announcement is for small business concerns only - specifically Small Disadvantaged, 8(a), HUBZone, Service Connected Disabled Veteran Owned, and Woman Owned). PROJECT INFORMATION: Contractor shall construct a RV Lot. The contractor shall provide a 706,000 square foot gravel parking area within a security fence for RV and other personnel property parking. A 30 foot gravel buffer between the fence and parking area shall be provided for snow removal. Storm drainage systems to include culverts, infiltration areas and overland flow shall also be required. Provide 2 access keypad controlled gates to the parking area. Secondary exterior Power shall be provided by the contractor for a 120 convenience outlet near the gate, a motorized gate, cameras, and electronic card reader. Site preparation shall require extensive clearing and grubbing of the site. Doyon Utilities shall design and construct the following items pertaining to this project. New primary power will be extended to the site from adjacent existing Doyon Utilities feeder. Feeder extensions will be designed and constructed by Doyon Utility. Equipment extending up to the service disconnect will be provided by Doyon. The site will be powered from a pole or pad mounted transformer estimated to be 25kW in size. Exterior Lighting shall be provided for access roads and parking area. Lighting will also be provided by Doyon Utilities. Lighting shall comply with the Illumination Engineering Society of North America (IESNA). The RV lot will require fire protection - designed and constructed by Doyon Utilities to include four (4) hydrants spaced every 1000 feet. The hydrants will be located on a hydrant loop that is approximately 2500 feet long and 6 inches in size. The hydrant loop will tie into the existing 8 inch water line located to the east of the new RV lot running parallel to the existing road. The construction period, is estimated to be approximately 15 months with a Notice to Proceed anticipated in March 2012.
