- NASA/SSC has a requirement for the extension of Facility Operating Services (FOS)to the Mississippi Army Ammunition Plant (MSAAP) upon completion of the transfer from theArmy. FOS anticipated for MSAAP include: 1.) Management, labor, facilities, materials,and equipment necessary to provide facility operating services to include: engineeringservices; institutional services; facilities maintenance and operations; safety andmission assurance; environmental services; occupational health; logistics andmaintenance; and administrative services. This includes a full range of managementduties, including project management, configuration management, planning, scheduling,work control, report preparation, safety and quality control and 2.) Resolution ofunusual and emergency situations, such as: hurricane preparation and recovery support;fire fighting support from construction activities; and recovery from tornadoes, any oneof which may occur from time to time throughout the period of performance. NASA/SSC intends to award the facility operating services on a sole source basis inaccordance with FAR 6.302-1, 'Only One Responsible Source and No Other Supplies orServices Will Satisfy Agency Requirements' to SSC Facility Operating Services (FOS)Contract (NNS07AB21C) with Jacobs Technology Inc. (JTI), for the provision of facilityoperations services to the former Mississippi Army Ammunition Plant (MSAAP) from July 1,2011 to August 27, 2012. In 2005, the MSAAP was placed on the Base Realignment and Closure (BRAC) list as a DODfacility to be closed within the 6-year window stipulated by the BRAC 2005 legislation.The NASA SSC requirement driving this procurement action is the need to providecontinuity of tenant hosting and facility operations and maintenance from the outset ofNASA ownership of the facility (through an agreement between NASA HQ and the Army signedon November 8, 2010), to begin on June 30, 2011. In order to meet the requirements ofthe MSAAP Transfer Agreement and maintain continuity of operations, NASA SSC must have aFacility Operating Services contractor for the MSAAP in place prior to this June 30, 2011transfer date. Jacobs Technologies, Inc. is presently providing all required services for NASA SSC andall of its tenants under contract # NNS07AB21C; this contract was awarded from a full andopen competition in 2007. NASA has a need to secure an interim FOS contractor for MSAAP,to provide uninterrupted services to the existing MSAAP operations, at the time ofownership transfer to NASA. It has been determined to be in the best interest of thegovernment to modify NASA SSC's existing FOS contract with Jacobs Technologies, Inc. forthese services to the MSAAP for fourteen months (July 1, 2011 to August 27, 2012) whichcorresponds to the remaining earned period of performance on the current contract. NASAviews this award as a bridge term to allow sufficient time for NASA to fully understandthe requirements of the Army Ammunition Plant and develop an appropriate solutionconsistent with the SSC Master Plan. Interested organizations may submit their capabilities and qualifications to perform thiseffort in writing to NASA-John C. Stennis Space Center, Office of Procurement Attn:Adrianne Peyton, Stennis Space Center, MS 39529-6000 not later than 4:30 p.m. local timeon February 22, 2011. Such capabilities and qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.The anticipated release date of this Request For Proposal is on or about February 28,2011 with responses due NLT 4:30 pm on March 28, 2011.
