- The United States Army Special Operation Command (USASOC) has a requirement for a guest speaker/instruction to conduct four blocks of instructions to be taught over four consecutive half days to the Psychological Operations Officer/Specialist Course in the areas of sociology and psychology. The specified training enables students to become more effective as influence agents seeking to modify behavior in various foreign target audiences. Instruction is for approximately 80 plus or minus students per session for three (3) sessions per year. The Instructor must have a PHD in Social Psychology and have previous experience in teaching Psychological Operations (PSYOPS) at the Army, Joint and NATO level. The instructor must also have experience teaching Social Psychology (persuasion and compliance gaining) at the graduate level. The instruction should be presented in blocks to enhance the student's learning potential and should take place over four (4) consecutive days. The anticipated period of performance is a base period and four (4) one-year options. Requirements will be fully detailed in the solicitation. The solicitation number for this requirement is H92239-11-T-0031 and will be issued as a request for quotation (RFQ). USASOC intends to award on a competitive basis, using simplified acquisition procedures. This procurement is set aside 100% for small business. The anticipated NAICS code is 541720 with a size standard of $7.0 million. Interested vendors shall be registered in the Central Contractor Registration database prior to award of a contract. Offerors will be required to complete either a paper copy of the Representations and Certifications or may complete them online at http://orca.bpn.gov) in responding to this requirement. This acquisition is being conducted under Federal Acquisition Regulation (FAR) Part 12 regarding the acquisition of commercial items. Offerors are responsible for routinely checking this web-site for any possible solicitation amendments that may be issued. No individual notification of any amendment will be provided.
