- Attachment 1a: List of 209 cells Attachment 1: Statement of Work Terms and Conditions 1149 Title: DeLorme Digital Atlas of the Earth (DAE) 2010 This is a combined synopsis/solicitation for commercial items. The NGA plans to issue a firm fixed price order under FAR Part 12 and 13. The North American Industry Classification System (NAICS) code for this acquisition is 511210. The Government requires the DAE2010 product from the Delorme Publishing Company (DeLorme) to maintain and enhance NGA's authoritative Global Topographic Feature Data Warehouse. JUSTIFICATION: Purchase of consistently-extracted authoritative global density topographic feature data is critical for NGA to meet its statutory responsibility to provide timely, relevant, and accurate foundational data to support NSG mission requirements. The DAE2010 is unique as it is the only current product that satisfies the authoritative Global Topographic Feature Data Warehouse requirements: global density (1:400K to 1:500K); +/- 50 meter horizontal positional accuracy; currency of at least seven (7) years using imagery as a baseline; and feature content to include transportation (roads, railroads), hydrography (rivers, shoreline, water bodies) cultural (urban areas, placenames) and landcover/landuse. The DAE2010 product provides NGA with consistently-extracted authoritative global density topographic feature data meeting the stated requirements. The data is not available to the Government from any other source. This data has strategic value because it enhances NGA's authoritative Global Topographic Feature Data Warehouse to satisfy NSG data requirements: global density (1:4500K)/1:500K); +/- 50 meters horizontal positional accuracy and 7 year currency. The Global Topographic Feature Data Warehouse supports a variety of NSG mission requirements, including NavPlan production, aeronautical products, strategic and operational planning, humanitarian assistance/disaster relief (HA/DR), etc. This is the only product that will provide such capability. No other software meets the minimum requirements of NGA at this time. Delivery is FOB Destination. Delivery will be made to: NGA Arnold, 3838 Vogel Rd., Arnold, MO 63010-6238. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. Vendors are required to submit a completed copy of FAR 52.212-3, Offeror Representations and Certification--Commercial Items, with their offer.
