Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), plans to procure on a sole source basis with the iMedRIS Data Corporation, 625 E. Carnegie Dr., Suite 105, San Bernandino, CA 92408 for electronic protocol submission to the IRB (NCI-IRB) and the Institutional Animal Care and Usage Committee Review Board Operations for the National Cancer Institute - (NCI-IACUC). This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541519 and the business size standard in $25M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months from date of award with two 12 month option periods. The purpose of this acquisition is to acquire the following: 1)Purchase a second module of the Integrated Research Information System (iRIS), Animal Care and Use Committee (ACUC). The ACUC module will be assimilated with the existing IRB Assistant 2)Purchase software development enhancements/changes to the current CCR IRB Assistant module. 3)Purchase annual license and maintenance in support of the two iMedRIS modules, the existing IRB Assistant and the ACUC modules. In an effort to upgrade the NCI-IRB, the Office of the Clinical Director (OCD) purchased the Integrated Research Information System (iRIS) electronic document management system from the iMedRIS Data Corporation in the fall of 2005. The purpose of this purchase was to transition from a paper-based system to electronic system which improved the quality of clinical research protocol submissions, expedited the review and approval timeline and to increase both institutional and individual study compliance of all research activities that fall under the Protection of Human Subjects -45 CFR 46 (Office of Human Research Protections - OHRP and 21 CFR 50 and 56 (Food and Drug Administration - FDA). The system has been implemented. Upgrades and maintenance are required on an ongoing basis as the expected level of performance and level of use has risen significantly. At this time, the CCR has decided to expand this standard to the NCI -IACUC by purchasing and implementing the IACUC module from iMedRIS in conjunction with the existing iRIS electronic document management IRB module. To incorporate a corporate electronic management system is the first step to accomplish greatly increasing the consistency of research regulatory submissions and establish increased quality control over both business and regulatory processes. The iRIS system has streamlined workflow and increased capacity and functionality while at the same time reducing redundancy. In order to support this objective, the NCI, OCD would like to purchase and implement the IACUC module and complete the upgrades and modifications of the IRB module. The new module will be assimilated with the existing IRB Assistant and therefore must be compatible with the existing system. The iRIS ACUC is part of the suite of software products and is a known entity that is compatible with our existing system. iRIS is proprietary software owned and developed by iMedRis. They are the experts for this software and they now have a complete understanding of the NCI IRB's processes and needs which makes iMedRIS uniquely qualified to provide this system and maintenance. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on February 22, 2011. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
