- BNSS Justification This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-11-T-7301, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48, effective 30 DEC 2010. NAICS code 333995 applies. Military Sealift Fleet Support Command (MSFSC), Virginia Beach, VA intends to award a firm fixed price purchase order for Steering Controls repair services for the USNS Diehl. Parker-Hannifin original equipment manufacturer (OEM) parts and authorized services are required. Any offer for other than OEM parts and services will not be considered. The following services are required: The requested period of performance for the below service is 12 April - 5 May 2011. 1.0 ABSTRACT 1.1 This intent of this work item is to have a factory authorize representative perform complete system grooms on both steering pump and on anchor windlass systems. 2.0 REFERENCES: Available On Board 3.0 ITEM LOCATION/DESCRIPTION 3.1 Location: Overhauled Pump is already on board and was recently repaired at OEM repair facility. Pump, Axial Piston Anchor Windlass NAVSEA Tech Manual: T9581-AG-MMC-010 APL.............: M019210579 MANUFACTURER.....: HAGGLUNDS DENISON CORP Location........: 2-131-0 Model Number....: PVP63H-088-31R-YA00-1XM 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES: 4.1 Government Furnished Material (GFM): Ref para. 3.2.a 5.0 NOTES 5.1 N/A 6.0 QUALITY ASSURANCE REQUIREMENTS: None additional 7.0 STATEMENT OF WORK 7.1 Completely isolate and tag out steering & anchor windlass systems with ship's force before performing any work. 7.2 IAW MFR requirements remove port side steering pump and install recently rebuilt steering pump. Perform system alignments and reconnect all piping and restore electrical connections. (Additional labor to be provided by Shipyard personnel.) 7.3 Perform system groom on both steering and anchor windlass hydraulic and electrical control systems. 7.4 When ready have Chief Engineer or 1st Assistant Engineer remove all isolation tags and record accordingly. 7.5 Calibrate the entire system IAW MFR work specification and prove all work to MSCREP.
