Description
The Federal Highway Administration (FHWA) intends to award a sole source purchase order to Electro Scientific Industries (ESI) to purchase a high speed laser with laser pulse frequencies up to 20 KHz that will be used to upgrade the existing Particle Image Velocimetry (PIV) system in the FHWA's Turner-Fairbank Highway Research Center (TFHRC) Hydraulics Laboratory. The current PIV system includes a laser and 2 cameras and has a pulse frequency of only 15 KHz. The high pulse repetition rate of 20 KHz is needed to study and measure the macro vortex structures around bridge piers and to measure the high frequency pressure fluctuations which are responsible for the sediment pick-up. The market search focused on acquiring a PIV laser system that is compatible with old system and will not require new control logic software that has to be programmed. An extensive laser to camera software logic was programmed to operate the current PIV system. The software development took several years and was optimized for the existing laser in the laboratory. The old laser was purchased from New Wave Research in 2002, which was the starting point for our market search; however, the vendor was sold to ESI. ESI has continued to produce lasers that are compatible with the current system. It will be very difficult and expensive for the government to reprogram the laser to camera control logic software if a non compatible laser has to be purchased. Therefore ESI is the only source who can provide the high pulse frequency laser. This is a Simplified Acquisition and the anticipated award date is February 23, 2011.
