Description
Attmt 3 - Clauses Attmt 2 - Justification for Other than Full and Open Competition (JOFOC) Attmt 1 - Bill of Materials (BOM) This is a combined synopsis/solicitation for a commercial products and services prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The Solicitation number is OPM32-11-T-0012 and is issued as a Request for Quotations (RFQ). This solicitation document incorporates all mandatory commercial provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-48 dated January 31, 2011. The North American Industrial Classification System (NAICS) code is 443120, and the small business size standard is $6.5 million. This procurement is unrestricted, allowing both large and small business to submit quotations. In support of the Office of Personnel Management's (OPM) mission, "recruiting, retaining, and honoring a World-Class workforce to serve the American people", OPM is seeking quotations for Apple iPads per the attached Bill of Materials (BOM). OPM intends to issue a firm-fixed-price purchase order with d elivery due 30 days after award. It is anticipated that award will be made on or about February 15, 2011. The shipping address will be: Inside Delivery US OPM OCIO/FIS 1900 E St NW Room 6H30 Washington, DC 20415 Competition will be limited to authorized resellers of the brand name products and services listed in the BOM. Justification to support the brand name requirement is provided in the attached Justification for Other Than Full and Open Competition (JOFOC). At a minimum, q uotations must be submitted using the format provided in the BOM. Quotations must be submitted in writing to Sherón Spann, Contracting Officer, at sheron.spann@opm.gov on or before Monday February 14, 2011 by 9:00am (Eastern). Quotations submitted in response to this notice should be e-mailed with the solicitation and reference numbers ( OPM32-11-T-0012 (AT# 06600)) in the subject line. Direct communications with OPM officials (e.g. end user) concerning this RFQ may compromise the competitiveness of this acquisition and result in cancellation of the requirement. Questions or requests for additional information will only be accepted at Sheron.Spann@opm.gov until Wednesday February 9, 2011 at 2:30pm (Eastern). In accordance with Title 38, United States Code, Section 4212(d), the U.S. Department of Labor (DOL), Veterans' Employment and Training Service (VETS) collects and compiles data on the Federal Contractor Program Veterans' Employment Report (VETS-100 Report) from Federal contractors and subcontractors who receive Federal contracts that meet the threshold amount of $25,000 or more prior to December 1, 2003 or $100,000 on or after December 1, 2003. The VETS-100/100A reporting cycle begins annually on August 1 and ends September 30. Vendors not registered in the Central Contractor Registration (CCR) database and not registered in the VETS-100 database at the time the requirement is to be awarded will not be considered. Vendors may register with CCR by calling 1-888-227-2423 or (269) 961-5757, or by accessing www.ccr.gov. Vendors may register with VETS-100 by accessing https://vets100.vets.dol.gov/. Award will be made to the vendor providing the lowest price / technically acceptable (LPTA) quotation. For this acquisition, a technically acceptable quote is a quote that includes the items listed in the BOM. This acquisition and the resultant order are subject to the following attached FAR and OPM-specific clauses. END OF SOLICITATION
