Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-49. This solicitation is unrestricted. NAICS 454331, Heating Oil Dealers, business size standard 50 employees. The Department of Veterans Affairs encourages the participation of small, disadvantaged, and women-owned businesses. The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value to the Government. The Department of Veterans Affairs has a requirement for vendor to furnish all labor and materials to deliver #2 fuel oil for the boilers at the VA Medical Center in Asheville, North Carolina. The requirement/need is for 15,000 gallons. Upon delivery, vendor must provide the Asheville VAMC with proof of sulfur content on the day the fuel was drawn. DELIVERY: 1100 Tunnel Road, Asheville, NC 28805 - Monday thru Friday, between hours of 8:30 am and 4:15 pm. DELIVERY SCHEDULE: No later than 10 days after award (Note: Monday February 21 is a Federal Holiday). The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable basis. FAR provisions/clauses are listed below apply. FAR 204-7, Central Contractor Registration; FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, with paragraph (b) clauses indicated by number 10, 16, 20, 21, 22, 23, and 34. In order to receive the award, vendor must be registered at http://www.ccr.gov. Be prepared with your company's DUNS number (available from Dun and Bradstreet at 1-888-546-0024) and your Federal Tax Identification Number (TIN). Amendments to the solicitation will be posted in the same manner as the solicitation; it is your responsibility to monitor the website. The government reserves the right to cancel this solicitation. Offers must be submitted via email to: dori.dabbs2@va.gov by 10:00 AM EST February 11, 2011. Documents to be included in quote: 1) A firm fixed price quote; 2) Two (2) references of the proposed supply within the past five years; and 3) Proof of CCR registration.
