- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) on behalf of the National Institute of Biomedical Imaging and Bioengineering (NIBIB) to negotiate/award a purchase order on a noncompetitive sole source basis to Capintec, Inc. for the purchase of a Custom Dual Hot Cell, with a three (3) part horizontal sliding door configuration. The reference number NHLBI-PB-(EB)-2011-7-KCC. The Laboratory of Molecular Imaging and Nanomedicine (LMIN) is a service lab within the Intramural Research Program (IRP), which conducts research on the development of radio-labeled compounds as novel imaging agents. The LMIN requires a customized dual, with a three part horizontal sliding door configuration. The dual hot cells will shield boxes containing radioisotopes, which will limit the radiation exposure. Specifically, the dual hot cells will be used to house automated radiochemistry synthesizers that require minimal human manipulation. The sole source determination is based on the unique Capintec design, which is more amenable to the type of work performed by the LMIN staff. The Capintec hot cells have a unique design, which can be used for automated synthesis and manual synthesis to fit the LMIN research needs for conducting a variety of radiochemical synthesis. The horizontally design sliding doors will allow for more convenient and rapid access compared to the traditional vertical door configuration. Additionally, the available laboratory space is limited, and the standard hot cells are too large to fit the allotted lab space. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification System (NAICS) Code is 334516 and the business size is 500 employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed requirement, based upon responses to this notice, is solely within the discretion of the Government.
