Description
This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-11064, a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-49, dated January 24, 2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a chromatography system on sole source basis from GE Healthcare Bio-Sciences Corp. The following items are being acquired under this acquisition: Item/Description/Quantity: 1) AKTAFPLC without FRAC with Desktop Control Unit, #13680901, including a Custom AKTAFPLC without FRAC, #18190026, and HP 8000 ELITE RAID 1 WIN XP w/22' DISPLAY, #13895801, qty-1; 2) Sample Application Kit, #11003600, qty-1; 3) FRAC-920 Fraction Collector, #18117740, qty-1; 4) Flow Diversion Valve FV-923, #11001170, qty-1; and 5) Air Sensor A-912N Kit, #18117584, qty-1. The AKTAFPLC is proposed as a sole source purchase on the basis that NIAID laboratories already own 6 similar FPLC machines, which are shared with post-docs whose users have knowledge on how to use equipment and the software package that is included with the system. The systems are in use 100% of the time imposing constraints with experiments being delayed because of not enough systems to handle all experiments. This is to ensure the compatibility of experimental data. The lab must have the ability to purify biomolecules from complex starting materials derived from cell lysates, tissue homogenates, recombinant protein expression systems and other sources. This system is required to perform separations based on a variety of sample characteristics, such as molecular weight, net surface charge, hydrophobicity, while retaining biological activity. Delivery is to be made no more than 45 days after receipt of order to Bethesda, Maryland, 20892. Award will be based on meeting the following: 1) salient characteristics, 2) price, 3) warranty, and 4) delivery. The FOB point shall be Destination. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-2 Evalutaion Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included with proposal, which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
