Description
The NATO Consultation, Command and Control Agency (NC3A) intends to issue an Invitation for Bid (IFB) in relation to the provision of services for Public Information Access (PIA) and Enterprise Component. The project will provide access to public information services through managed gateways. The PIA gateways shall provide remote access for roaming users to their Commands. For the performance of the contract, bidders will be required to hold a NATO SECRET security clearance for both personnel and for the contractor’s facility. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to NC3A the NATO clearance certifications required for performance of the contract. All equipment and services provided under this contract in support of services delivered at NATO premises shall be of a NATO member state manufacturer origin. As an example, a help desk must be located in a NATO member country and manned by NATO member nationals with NATO SECRET security clearances. The IFB to be issued for this acquisition will be identified as IFB-CO-12846-PIA. All correspondence concerning this solicitation should reference this number. The envisaged method of bidding will be International Competitive Bidding (ICB) procedures. The evaluation of bids will be conducted in accordance with the procedures and practices for conducting ICB using Best Value Evaluation methodology. The estimated value of this project is 4,055,975 ( 2,978,003 estimated PIA Gateway one-time plus one year service cost and 1,077,972 estimated Enterprise Services Component cost) The amounts of the bids submitted in response to the IFB shall not exceed 125% of the authorized amount for the project. Bidders will be required to declare a bid validity of 12 months from the closing date for receipt of bids, supported by a bid guarantee of 100,000. Should the selection and award procedure exceed the 12-month estimate, firms will be required to extend the validity of their bids and bid guarantee accordingly. Bidders may decline to do so, withdraw their bid, and excuse themselves from the bidding process without penalty. The contract period of services is estimated at three years with additional two year extensions as evaluated option. SCOPE OF PROJECT The purpose of the contract is to procure reliable, secure, resilient, and managed Internet Gateway Services on NATO sites (on-site outsourcing) to satisfy the full operational requirements of the user community to access Public Information Services. The PIA gateway services include but are not limited to relating, protecting, and filtering internet access (browsing, web publishing, extranet) and internet e-mail traffic to and from the connected Commands. The PIA Gateways shall be integrated into the NATO network environment and configured and sized such that they can seamlessly take over the functions and traffic load of another PIA gateway in case of failure. Provision of inter-PIA gateway connectivity and connection to internet services to ensure the required service availability and performance levels shall be the service provider’s responsibility. In addition, the contractor shall be responsible for providing, installing, and integrating the Enterprise Service Capability for providing Network Operating System (e.g., Windows Active Directory Single Forest Single domain), Global Address List (GAL) and Enterprise E-mail services. The Enterprise Service Capability shall be handed over to the purchaser following the formal System Acceptance Tests. The geographic locations of the four PIA Gateways are 1) Mons, Belgium, 2) Norfolk, Virginia, 3) Castlegate, Germany, and 4) Naples, Italy. The project shall deliver PIA Gateway services and Enterprise Services Capability no later than nine months after the effective date of contract. The operational capability shall include the provision, installation, and integration of the PIA Gateway capability to provide services and Enterprise Component. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for this ICB procurement, it must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. Only facilities located in NATO member nations may participate in NATO ICB. The U.S. Department of Commerce approves facilities that are located within the United States. U.S. firms will find a copy of the U.S. NATO ICB application at the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. Using the contact information indicated on the DOE, the NATO contracting agency will contact the firm directly when the IFB has been issued. IMPORTANT DEADLINES 1. Final date to request a DOE from the U.S. Department of Commerce (and, for U.S. facilities not yet approved for NATO ICB, to submit a completed NATO ICB application): 24 February 2011 2. Anticipated date that the IFB will be issued: April 2011 3. Anticipated closing date for receipt of bids: July 2011 4. Anticipated contract award date: October 2011
