- Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Contracting Branch (ESC/HNCK), Cryptologic Systems Division, Cyber and Netcentric Directorate intends to purchase seven (7) Motherboard Replacement Kits, part number 93-019-1126-01, and two (2) Status Boards, part number 93-019-2360-01 and two (2) CCU Interface Boards, part number 93-019-2150-01 and two (2)ACU Interface Boards, part number 99-261-2200-01 and two (2) CCU Interlock Boards, part number 93-019-2230-01. The NAICS is 334412 and the size standard is 500 employees. HNCKS intends to make an award to General Dynamics SATCOM Technologies, INC., CAGE: 3DG68. General Dynamics SATCOM Technologies, INC. is a large business and has configuration control of all parts, operational software and configuration specifically designed for these items, and substitutes are not possible at this time. They are also the Original Equipment Manufacturer (OEM) and maintains proprietary rights to design and re-manufacture. At this time General Dynamics Communication Systems' technica! l data has no substitute for said items. The Government intends to make an award in the March 2011 timeframe. If a firm is capable of providing these exact items, please contact the Contracting Officer within ten calendar days of this announcement. Those interested firms must indicate whether they are a Large, Small, Small-Disadvantaged, 8(a) or Women Owned business and whether they are U.S. or foreign owned.
