Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market survey. Naval Surface Warfare Center, Crane Division is seeking prospective sources for existing and future technologies for blank discrimination magazines for all variants of the M4 Carbine and the M16 Rifle. The M4 is the current carbine, and the M16 is the current rifle in use by the United States Navy. Naval Surface Warfare Center, Crane Division is seeking sources of blank discriminating magazines. A blank discriminating magazine will not allow live ammunition to be loaded, but will function as a typical non-discriminating magazine when loaded with blank ammunition to mitigate risks during training with blank ammunition. Interested parties are strongly encouraged to submit an initial synopsis (commonly referred to as "white paper"). This white paper should not exceed 10 pages (exclusive of supporting information such as commercial literature, catalogues, manuals, etc.), with an executive summary (short paragraph) on the effort. Interested sources should submit the white paper electronically or in hard copy to POC ™s listed below. White paper responses should provide the Government the following information; technical/contractual points of contact, address, telephone and fax numbers, email address, duns number, cage code and or tax ID number, as well as size category (large, small, small disadvantaged, etc.) a brief summary of the company's capabilities, description of facilities, personnel, and related manufacturing experience. Also provide any supporting information such as commercial literature, catalogues, manuals, etc. The response should also include all relevant business information including ROM costs. The Government may choose to visit, or host a visit from, any potential sources following the initial response. This Request for Information (RFI) in no way implies either implicitly or explicitly that respondents will be compensated in any way by the Government for information or materials provided. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract in connection with this announcement. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. All information provided becomes U.S. Navy property and will not be returned. All proprietary or classified information will be treated appropriately. Your interest in this response is appreciated.
