Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), NIH, for the Laboratory of Cardiac Energetics (LCE), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Leica Microsystems, 2345 Waukegan Road, Bannockburn, IL 60015, to purchase below listed items. The reference number: NHLBI-CSB-(HL)-2011-080-DDC. Item 1) Part #156505130: Avalanche Photodiode Detectors (APD) detection unit with 2 single photon counting avalanche diodes and electronics for automated overload protection, with Multimode fiber with the highest transmission for mechanical decoupling. Applications: 1.Highly sensitive imaging in 2 channels with low background noise ensuring an optimal signal/noise ratio, and must be suited for imaging in red and infrared range. 2. Dual channel cross-correlation detector module for FCS Item 2) Part #156504531: X1 port adaptation multipurpose out-coupling device at the external port of the Leica TCS SP5 scan head for sending the emission light alternatively to the APD detection unit or to a FLIM detector and to include; Fiber-coupling for multimode fibers t other 2 APDs., direct coupling of the FLIM detector, and safety shutter to overload protection of the FLIM detector. Item 3) Part #8074321: Installation of system and, one year warranty to cover parts and labor The sole source determination is based on the fact that the Laboratory of Cardiac Energetics (LCE) is Involve in experiments examining cell metabolism. Many of these studies utilize fluorescence microscopy at the sub-cellular level of resolution in whole tissues in vivo. Measuring oxygen concentration in these tissues, at the sub-cellular level of resolution, would greatly increase understanding of aerobic metabolism. These detectors when couple to an existing two-photon microscope will allow for measuring cellular oxygen levels in vivo by allowing measurement of the oxygen dependent lifetimes of fluorescent probes. These studies require single pontoon counting detectors that allow for fluorescence lifetime measurements. The system must be compatible with the existing microscope Model Leica SP5 Multiphonton S/N 510000835 and (NIH #01769051). Therefore, it is in the Government's best interest to purchase the item from the manufacturer. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 10 Center Drive, Building 10-Room 6N309, Bethesda, Maryland 20892. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing with size standard of 500 employees; the small business set-aside does not apply to this requirement. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-49 (January 24, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by February 11, 2011, 7:30am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
