FOR INFORMATION PURPOSES ONLY SOURCES SOUGHT ANNOUNCEMENT ISSUED 2/07/11 THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR DOES THE MIDDLE EAST DISTRICT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The purpose of this notice is to gain knowledge of potential qualified business concerns, both US and Foreign, capable of performing Commercial and Institutional Building Construction in Afghanistan. As the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. This effort is classified through the North American Industry Classification System (NAICS) under 236220 Commercial and Institutional Building Construction. It is anticipated that a pre-solicitation announcement will be published in the Federal Business Opportunities on or about Feb 15, 2011. The contract will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price, which may include additional options. In accordance with DFARS Part 36, the cost of these Design Build projects is between $1,000,000 and $5,000,000 with a duration of 181 days period of performance after award of the contract or Notice to Proceed. The United States Army Corps of Engineers has the requirement to construct a paved parking apron for rotary wing aircraft to include parking spaces and taxiways. Parking spaces should be sized for three (3) rotary wing CH47s to support Special Operations Forces. Supporting facilities include ground points, tiedowns, pavement markings, and drainage. There will be approximately 30 grounding and tie-down points. Antiterrorism/Force Protection Measures will be included. _________________________________________________________________________________ (NEW PROCEDURES) Response Requirements: For Bidder's List registration on released solicitation, and to receive password information, log onto the following site http://www.aed.usace.army.mil/contracting.asp. This will automatically place you on the Bidders List for subject solicitation. Once you have completed the Sources Sought Information return to the Home page and click on "Sign Up for Email Alerts." This function allows you to receive an Automatic email alert when any new solicitation actions occur. Automated Capabilities Statement must be received prior to the release of the solicitation. Your submission should address all questions in the capability statement and your ability to perform the work stated in the project information section of this notice. This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Cover letters and extraneous materials (brochures, etc.) will not be considered.
