- This is a Design-Bid-Build Construction to expand the existing potable Water Treatment Plant (WTP) on Area C of Fort Detrick. The plant expansion includes a sludge handling/treatment upgrade, chemical treatment upgrade, testing laboratory, and administrative space. The existing infrastructure upgrades to the treatment containment tanks and transport pipes will improve the water distribution and connectivity system. Supporting facilities include utilities and site improvements. The project will be designed in accordance with the criteria prescribed in water supply Unified Facilities Criteria UFCs 3-230-03A, 3-230-07A, 3-230-08A, 3-230-IOA; DoD Minimum Antiterrorism Standards for Buildings UFC 4-0 10-01; Americans with Disabilities Act and Architectural Barriers Act Accessibility Guidelines (ADA/ABAAG), and applicable energy conservation legislation. Operations and maintenance manuals will be provided. Air Conditioning: 15 Tons. This will be a Firm Fixed Price, Design- Bid- Build construction contract, with a value between $5,000,000 and $10,000,000. Potential Small Business Contractors (including HUBZone SB / 8(a) SB / SDVOSB, WOSB), must be capable of functioning as Prime Contractor and possess the following qualifications criteria necessary to satisfy the construction: (1) New building construction, (2) Site work and parking lot construction (3) Utility including sanitary, storm, water, and communications. (4) Back-up power systems. This Sources Sought is published under NAICS 237110 for Water Treatment Plant The Government intends to issue a solicitation on or about 16 May 2011 for award on or about 31 Aug 2011. Potential Small Business Contractors (including HUBZone SB / 8(a) SB / SDVOSB, WOSB), capable of functioning as Prime Contractor and possessing the qualifications necessary to satisfy the construction that meets all criteria above are requested to submit capability statements via e-mail to the following address: nora.burrows@usace.army.mil. Submissions are to be received no later than 2:00PM Eastern Time on 18 February 2011. PLEASE DO NOT SUBMIT A PROPOSAL AT THIS TIME.
