Description
Subject: Request for Information (RFI), Wounded Warrior Regiment (WWR) Future Initiatives Transition Team (FITT). PURPOSE: This RFI is an effort to conduct market research for use in formulating an acquisition plan/strategy to obtain technical and programmatic support services for the WWR, FITT located in Quantico, Virginia. The WWR provides and facilitates assistance to wounded, ill, and injured Marines, Sailors attached or in support of Marines units, and their family members, throughout the phases of recovery in order to assist in rehabilitation and transition. Currently, mission requirements within the WWR are expanding and reliance on industry to provide the technical skills needed to meet the unique challenges associated with accomplishing our mission is required. Legislative/policy and mental health, knowledge are critical disciplines required in virtually every aspect of wounded warrior care and support. This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. The principle North American Industry Classification System (NAICS) code is 541990. BACKGROUND: The WWR requires program management and analytical services covering a broad knowledge of current health care business practices and an extensive understanding of the Marine Corps and Navy ™s health services programs, war fighting operating environment and Joint health services operations. The subject requirement will provide professional and program management analysis services required to enable the offices and activities of the WWR to effectively execute their missions by providing contractor expertise in the following core areas. CORE OBJECTIVES TO BE ACCOMPLISHED 1. Executive Level Support: This support entails effective and direct communication with the Commanding Officer (CO) of the WWR and his staff, Marine Corps Commands around the world, as well as various personnel involved with providing support to injured Marines, Sailors attached to Marine Corps units, and their families. This support requires review of existing policy, regulations, and procedures, in addition to recommending revisions/modification to existing policy and procedures as they relate to combat and non-combat casualties and their family members. 2. Legislative/Policy Analytical Support: This support entails effective and direct communication with the CO of the WWR and his staff and agencies that directly and indirectly affect legislative matters as they relate to the wounded, ill, and injured. The Legislative/Policy Analytical support will be expected to research, provide advice, plan, organize, and coordinate with agencies on issues involving legislative policies and issues. The analyst will work closely with the CO and his staff to establish legislative priorities. 3. Program Analysis Support: This support entails frequent and direct contact and communication with the Commanding Officer (CO) of the WWR and his staff. This support will be expected to provide advice, plan, conduct analysis/assessments, and organize material and information that pertains to events that affect the treatment and care for the wounded, ill, and injured. These positions will require review of existing policy, regulations, and procedures, in addition to recommending revisions/modification to existing policy and procedures as they relate to combat and non-combat casualties and their family members. Program Analysts shall coordinate performance with the appointed Contracting Officers ™ Representative (COR). INSTRUCTIONS: Responses to this RFI shall not exceed eight (8) pages, including cover letter, discussion and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated; (2) Three customer citations describing similar work efforts; (3) Other material relevant to establishing the core competencies of the firm. Please identify Large/Small Business size status. Response is due by noon, Friday, February 11th, 2010.
