- THIS IS NOT A REQUEST FOR PROPOSAL. The Grand Junction Veterans Affairs' Medical Center (GJVAMC) is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience to provide A/E services for Replace Incoming Water Mains to Buildings as contemplated by project 575-11-104A/E. A/E services will be required to survey the existing domestic water system at GJVAMC, provide flow and load investigations as well as data for resizing of pipe, fittings, and connections. This project will include design for replacement of all piping, fittings, and valves associated with fire protection to the buildings. The current system is approximately (thirty-four) 34 years old. Selected A/E will develop construction drawings and specifications for this project. The estimated construction range is between $500,000 and $1,000,000. Site location for this project is 2121 North Avenue, Grand Junction, CO 81501. Selection criteria include in descending order of importance: (1) Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required; (2) Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team; (3) Professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within the time limitations; (4) Past record of performance on contracts with the Department of Veterans Affairs (5) Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located; (6) Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design; (7) Inclusion of small business consultant(s). All interested firms are required to submit two (2) recently completed Standard Form (SF) 330, Architect-Engineer Qualifications, as well as (1) electronic copy, to the Contracting Officer shown below no later than 4:00 p.m. (Mountain Standard Time), March 10, 2011. Solicitation VA-259-11-RP-0059 has been assigned and should be referenced on all correspondence regarding this announcement. THE GOVERNMENT'S OBLIGATION FOR AWARD IS CONTINGENT UPON THE AVAILABILITY OF APPROPIATED FUNDS. AGAIN THIS IS NOT A REQUEST FOR PROPOSAL. NAICS Code 541310 is applicable to this acquisition and the small business size standard is considered $4.5 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract. Additionally, the offeror shall submit proof from Department of Veterans Affairs (VA) Center for Veteran's Enterprise (CVE) that they are either Verified as an SDVOSB, or have applied for Verification in accordance with VAAR 804.1102.
