- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items using Simplified Acquisition Procedures at FAR 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS (http://www.fedbizopps.gov) and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-11-T-0079. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-46 and DFARS Change Notice 20110202. It is the contractor ™s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 333314 and the Small Business Standard is 750. The government intends to acquire on a sole source basis with FLIR Systems Inc, MA who is the manufacturer of the infrared camera equipment which is used at the Army Base, Warren Grove Gunnery Range, New Jersey and the Naval Air Station Fallon. The authority for this sole source action as implemented by FAR 6.302-1(c), only one responsible source and no other supplies or services will satisfy the Agency ™s requirement. The Fleet and Industrial Supply Center, Seal Beach has a requirement for the following BRAND NAME FLIR equipment: CLIN 0001- 6EA Pan Tilt DX300 PL02 Upgr. 76:1 SS gears, P/N D300-US-S-E-0000-SS; CLIN 0002-6EA Heavy-dugy Payload Bracket SIDE MOUNT, P/N D300-BKT-HDS; CLIN 0003-Kit Incl. PTU-AC-APS-30V, P/N D300KIT-str-NA. Delivery F.O.B. If the Contractor takes issue with the release, it should submit its proposal data with the appropriate legends and explain in detail why such data cannot be released as a public record under the Freedom of Information Act. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within five days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quote, which shall be considered by the agency. Quoters must be registered in the CCR database.
