- This future opportunity notice is to advise industry that the Mission and Installation Contracting Command Reserve Center South at Fort Jackson intends to issue a Request for Quote (RFQ) for local lodging, meals and transportation for the Solider Readiness Program (SRP) in the Columbia, South Carolina metro area. A draft Statement of Work (SOW) is attached to this future opportunity announcement alone with requirement dates. Anticipated work shall provide lodging, meals, and transportation to and from the local airport. NOTE REGARDING SYNOPSIS: This synopsis for information and planning purposes ONLY and is not be construed as a commitment by the Government. This is not a solicitation announcement. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. The applicable North American Industry Classification System (NAICS) code is 721110 with a size standard of $30M. The announcement will be restricted to Small Businesses only; the anticipated award will be a firm fixed contract with one base year to be followed by 2 one-year option periods. All 3rd Party Vendors/ Event Planners must provide the signed agreement between the hotel and the 3rd Party Vendor/Event Planner to validate that an agreement is in place in the event the 3rd party vendor is deemed the successful offeror. The agreement should specify the specific governments requirements outlined in the PWS/SOW. The price agreed to by the hotel and the 3rd party vendor does not need to be disclosed. Any offer from a 3rd Party Vendor/Event Planner which does not contain the signed agreement at time of submission will be determined non-responsive and may not be considered for award. The projected date for the Request for Proposals (RFP) release is on or before 17 February 2011. All questions should be submitted to William Russell at William.russell20@usar.army.mil. Proposed Statment of Work Statement of Work Hotel Accommodations 81st Regional Support Command (RSC) Soldier Readiness Program (SRP) Period of Performance: 01 March 2011 thru 29 February 2012 Extended Description: Double occupancy rooms needed for SRP participants. Occupancy and number of nights will vary each week. Contractor provides services according to specifications of statement of work. The 81st RSC SRP team has a requirement for lodging accommodations, breakfast, dinner and transportation for Soldiers attending the SRP each week for an undetermined period of time. Lodging Requirements. The hotel facility must meet the following specification and be included in the contracted price: Provide shuttle service from local airport for incoming and outgoing soldiers (itinerary will be provided) Be within a minimum 10-15 mile driving distance of Gate 1, Ft. Jackson Be within a minimum 2-mile driving distance of I-20 or I-77 Entrance to rooms must be from the interior of the hotel Rooms must have 2 double beds (rooms will be double occupancy of same gender) Rooms will be non-smoking Hotel must have a fitness center on site Rooms must have internet connectivity, refrigerator, microwave and coffee maker Meal Requirements. The hotel facility must provide breakfast meals as follows: Hot breakfast (such as pre-prepared eggs and a meat) to include cereal and fruit to begin service no later than 6:00 am Dinner Meal will include at least 2 Meats, 3 Vegetables, Bread, Beverage, and Desert. Booking Procedures. The period of lodging is normally up to 2 nights (Tuesday evening check-in through Thursday morning check-out). Due to unforeseen circumstances during a given week the period of lodging could be one to three nights and change after check-in. A room list will be provided to the hotel for reservation purposes. All rooms will be issued two keys (one per occupant). A detailed occupant sign-in roster with printed name, signature, room number and number of nights must accompany the hotel invoice in order to receive payment and for verification purposes. Also, Signed roster of Meals served. An 81st RSC representative will coordinate with the hotel and provide a preliminary room and night count in advance of the check-in date. The final roster with room and night count will be provided 24 hours prior to check-in. Hotel must be able to accommodate changes. During any given period of occupancy, occupants must be allowed early check-out with no additional charges with 24 hour notice. 24 Hour notice will be giving for cancellations and booking additional rooms must be allowed. Contract is for payment of contracted rooms, breakfast, and dinner meal only. Any other charges such as phone calls, room service, movies, damages, etc. are the sole responsibility of the person or persons occupying the room.
