- NASA/DFRC has a requirement for a laser scan of the Global Hawk Aircraft.1.0 INTRODUCTIONNASA's Dryden Flight Research Center has two Global Hawk Unmanned Aerial Vehicles in itsinventory. The two vehicles are used for various science missions, technologydemonstration flight tests, etc. An accurate engineering solid model of the externalmold line of the aircraft is necessary for correct analysis and design of these flights.An accurate scan of the left side of the aircraft is required for an engineering solidmodel (symmetry will be assumed, and the model will be reflected for a complete aircraftmodel). The contractor shall come to NASA Dryden and scan the Global Hawk Unmanned AerialVehicles.2.0 OBJECTIVE AND SCOPEThe aircraft is to be scanned using a laser scanner in the hangar while in an unpoweredand safe static state.The scan would be completed before March, 2011, and the digitalsolid model of the aircraft would be delivered no later than 60 days after. The data willbe for use internally by NASA only. 3.0 WORK REQUIREDThe aircraft shall be scanned by vendor at the NASA Dryden Flight Research Center(Building 4840, Bays 4/5) with MINIMAL special preparation of the aircraft (aircraftsupported by landing gear or jacks, scans of aircraft control surface deflections shallbe made). All contractor personnel shall be US Citizens. The output model requirementsshall be:1/ an Engineers Dumb Solid in IGES format2/ raw scan data in either CSV or ASCI format3/ Accuracy: +/- 0.010 inches4/ port side of aircraft sufficient to create a mirror plane of the aircraft5/ wings, V tail6/ engine including internal surfaces to the engine fan face (4.8 ft.) inside the inlet;nozzle exit to 4 inches7/ control surfaces in neutral positions, plus full throw positive and negative aileronpositions, full throw spoiler positions, and full throw positive and negative ruddervatorpositions.The aircraft shall be in a hangar with 10 foot clearance on each side. Standard bluemasking tape (or other as approved by the aircraft crew) may be applied to polishedmetallic surfaces for scanning. The aircraft shall only be available for FIVE consecutiveworking days, including configuration transitions. Standard 100v 60 Hz power shall beused. All personnel shall comply with required standard NASA safety practices. Laserscanning shall be accomplished with appropriate protective eye wear. All scanningpersonnel shall be trained for personnel operations around aircraft. A scanner that meetsthese requirements shall be used.3.0 SCHEDULENASA scan shall be completed by 01 March 2011. The solid model shall be delivered by 01May 2011. 4.0 TASK REQUIREMENTSVendor shall scan the aircraft under NASA supervision and deliver the digital files ofthe solid model to NASA Dryden. 5.0 QUALITY ASSURANCE.Vendor shall certify the condition of the aircraft completed scan data before NASAaccepts the digital file. Any unforeseen problems that arise before NASA accepts thedigital files shall be the responsibility of the vendor; problems that arise after NASAtakes possession shall be negotiated between the vendor and NASA.6.0 CONTRACTOR QUALIFICATION REQUIREMENTSVendor must be capable of providing large scale scans of complete aircraft with portableequipment. This is even more important on an aircraft as large as a Global Hawk (wingspanof the Global Hawk measures 116.2 ft.). It must be a portable system that can be broughtto NASA DFRC to do the scan. The vendor shall show previous comparable work with similarsize AND accuracy requirements. Any public statements regarding contractor work on theGlobal Hawk scan shall be passed through the Dryden Strategic Communications Office.This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. Offerors are required to usethe On-Line RFQ system to submit their quote. The On-line RFQ system is linked above orit may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Questions regarding this acquisition must be submitted in writing (e-mail is preferred)no later than 02/15/2011. Quotes are due no later than 4:30 local time on 02/18/2011. Itis the quoter's responsibility to monitor this site for the release of amendments (ifany).
