- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is A SMALL BUSINESS SET-ASIDE solicitation issued by the U.S. Army Corps of Engineers, Southwestern Division (SWD), Fort Worth District (SWF) for project and program management consulting services. The North American Industry Classification System (NAICS) code for this project is 541611, Administrative Management and General Management Consulting Services, with a corresponding Standard Industrial Code (SIC) of 8742 and a business size standard of $7 million. The awarded contract will be a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) contract, with a one-year period base plus four one-year option periods. Estimated workload value of this contract is $2.5 million (estimated $500,000 for each period), with task orders limited to a minimum of $3,000 and a maximum of $500,000. A minimum guarantee of $12,000 will be included in this contract and applies to the base year only. Scope of work includes, but is not limited to, business process management using Project Management Institute standards and ISO 9000 requirements as guidelines and tools for program and project management planning, data management, web tool development, professional mentoring and coaching, project management maturity models, project management process auditing, risk assessment, workshop facilitation and report preparation. The contract should support continuous process improvement principles using tools such as Lean Six Sigma. The contract is intended to enable the development, communication and execution of a continuously improving quality management system and deployment of supporting educational/training initiatives. Work requirements will range from training and auditing tool development to ISO 9000 and continuous improvement consulting. While the main geographical location for support will be within the Fort Worth District (SWF), travel to other locations may be required when deemed necessary. The contractors shall respond to task orders within a time commensurate with the need. The Government anticipates that the prime contractor may hire subcontractors for many common tasks based on identified expertise requirements throughout the contract.
