Description
The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns, Service-Disabled Veteran-owned Small Business concerns (SDVOSB), or for Small Businesses. The small business size standard is less than 1,000 employees. The NAICS Code is 336611. The acquisition is for DRYDOCK repairs to the USCGC SEA OTTER (WPB-87362) and USCGC PIKE (87365) both 87' patrol boat cutters. All work will be done at the Contractor's certified facility. This contract is geographically restricted to the United States West Cost San Francisco Bay and South. The performance periods will be as follows: (1) USCGC SEA OTTER forty-four (44) calendar days with a start date on or about 06 July 2011 through 19 August 2011; (2) USCGC PIKE forty-four (44) calendar days with a start date on or about 24 August 2011 through 07 October 2011. The scope of the acquisition is for the drydock & repairs to the cutters. The proposed work items include but are not limited to: Modify and preserve the forepeak; Remove, Inspect and Re-install Propulsion Shafts, Propellers and Rudder Assemblies, Preserve main deck surfaces; Preserve Underwater Body 100%; Preserve Freeboard. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. In accordance with FAR 19.1305, if your firm is HUBZone certified or FAR 19.1404 if your firm is Service-Disabled Veteran-owned Small Business or FAR 19.501 if your firm is a Small Business and intends to submit an offer on this acquisition, please respond by e-mail to: bernie.c.caguiat@uscg.mil or by fax at (510) 637-5877. You must include: (a) a positive statement of your intention to submit a proposal for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and telephone numbers. At least two (2) references are requested, but more are desirable. Your response is required by 18 February at 1:00 pm, Pacific Standard Time. Contractors are reminded that should this acquisition become a Hubzone set aside, FAR 52.219-3, Notice of Total Hubzone Set-aside, will apply, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern. Contractors are reminded that should this acquisition become a Service-Disabled Veteran-owned Small Business Set-Aside, FAR 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, will apply, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern. All of the above information must be submitted in sufficient detail for a decision to be made on a HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside or a Small Business set aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone or SDVOSB small business set aside, or a Small Business set aside, will be posted on the FedBizOpps website at http://www/fedbizopps.gov.
