- This is an amendment to change the response date to 14 February 2011. AMRDEC intends to negotiate on a sole source basis with the University of Puerto Rico to further develop the Aviation System Assessment Program (ASAP)on-line tool in the area of Failure Mode Effects and Criticality Analysis (FMECA). The proposed acquisition is direct to the University of Puerto Rico, pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Any source other than the University of Puerto Rico would require substantial duplication of time and cost to the Government, neither of which would be recovered through the additional competition, and unacceptable delay would also be incurred in fulfilling the Government's requirement. A Firm Fixed Price (FFP) contract will be used. The period of performance will consist of 8 months from date of award. The Contractor shall develop a web-based Failure Mode Effects and Criticality Analysis (FMECA) module that is assessable through the Aviation System Assessment Program (ASAP) Database that is capable of importing FMECAs for each aviation platform and storing those CMECAs in a standard format. The FMECA module shall be capable of exporting FMECAs and relating those FMECAs to the correct Work Unit Code (component) within the ASAP Database. The FMECA module shall also display specific FMECA information (Failure Rates, Severity Class, etc.) for a specific Work Unit Code when requested. The Contractor shall develop the functionality to track modifications to existing FMECAs. The Contractor shall also investigate the process needed to use information from the ASAP Database to create new FMECAs. The Contractor shall provide a report outlining the Website design, screen layouts, and FMECA to ASAP output requirements. The Contractor shall provide a report outlining the Query definitions within the FMECA module to the results of testing the Query definitions using available data. The Contractor shall provide a report showing the results of the software functionality development and testing. The Contractor shall provide software drops as required by the Government to the ASAP Database developer so the software can be incrementally reviewed before it is installed on an U.S. Army Aviation and Missile Research Development and Engineering Center AMRDEC server.
