Description The National Cancer Institute (NCI), Division of Cancer (DCCPS), (OCS), plans to procure on a sole source basis with Wake Forest University Health Sciences, Medical Center Blvd, Winston-Salem, NC 27157 for services regarding Data Analysis and Manuscript Preparation for the Follow Up Care Use Among Cancer Survivors (FOCUS) and Cancer Care Outcomes Research and Surveillance Consortium (CanCORS) Caregivers Study sites. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business size standard is $7 M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be twelve (12) months from date of award. The Office of Cancer Survivorship and the NCI are working to better understand a) the follow-up care experiences of cancer survivors; b) persistent and late occurring effects of cancer and its treatment experienced by those post-treatment for cancer, and c) the impact of being an informal caregiver for a cancer survivor on the health of both members of these dyads. Two large studies funded by the NCI and led by members of the Office of Cancer Survivorship address these topics. The first of these is the FOCUS study. FOCUS was conducted among 1600 long-term survivors of breast, prostate, colorectal and gynecologic cancer. The second study, The CanCORS Caregiver study was developed as a supplement to the larger CanCORS project to permit evaluation of the cancer caregiving experience, psychosocial adjustment, and health behaviors among caregivers of lung and colorectal cancer patients participating in the NCI funded parent project. In this study, a total of 1,637 caregivers completed surveys (828 approximately 4 months after their care recipient was diagnosed and for a separate cohort, 809 at one year post-diagnosis). The purpose of this contract is (1) to perform analyses as well as assist in the development of analytic programming requests to IMS; (2) to assist in the development of manuscripts in roles that include co-author or lead authorship. Topics will address main FOCUS & CanCORS Caregiver study finds on follow up care, late effects, health behaviors, and others. Wake Forest University and the laboratory of Dr. Kathryn Weaver are uniquely qualified to conduct these activities. Wake Forest University has experience working with SEER Rapid Response Research and CanCORS projects, writing analytic programming requests, analyzing complex data using statistical packages (SAS, SUDAAN, and SPSS), and writing and publishing manuscripts related to this topic. Dr. Weaver is a recent Cancer Prevention Fellow at the National Cancer Institute who supported OCS activities from 2007-2009. Wake Forest has experience with the FOCUS and CanCORS studies, she has developed data analytic plans, directed IMS contractors carrying out the analyses, generated tables and graphs of results, and prepared manuscripts for publication. These experiences make Wake Forest University uniquely qualified for this role. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on February 23, 2010. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above.
