- DESCRIPTION: The Department of Veterans Affairs Nebraska Western Iowa Health Care System (NWIHCS) intends to negotiate a commercial (FAR Part 12) sole source contract with Aspire Consulting, PO Box 22138, Saint Paul, MN 55122 under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-22. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. There is an increasing emphasis in VHA supporting the development of teams in all areas. In this effort, the VISN 23 Education Product Line has targeted team development as a priority for the coming years. This focus is in response to the growth of teams in health care and the priority of newly formed National Patient Aligned Care Teams (PACT). The VISN 23 Team Development Model provides a structured approach for developing new teams and providing consultation and coaching for existing teams to enhance their effectiveness and productivity. The key element of the Team Development Model is the Team Effectiveness Coach (TEC). The goal is to have 2 - 4 TECs trained and certified at each facility in VISN 23 to provide a consistent support system for learning distribution and ongoing reinforcement. An instructional design consultant is being sought to design and develop a Team Effectiveness Coach (TEC) Certification Program that will provide an interactive experience to learn facilitation, training and coaching skills as well as understand the foundations of team effectiveness. The consultant will also design and develop a one day workshop on the foundations of team effectiveness to be used in launching new teams throughout the network. The consultant will work directly with the VISN 23 Education Product Line to design and develop learning modules to provide training and certification for Team Effectiveness Coaches and team effectiveness training for newly forming teams. The consultant will integrate a team effectiveness measurement tool to track team activity and progress associated with this learning strategy. The consultant will also design and manage a Team Effectiveness Sharepoint site to support the sharing of best practices across teams, provide team recognition, and a team development "library" of tools and staff meetings, and ongoing dialogue through "team chat" as a tool to reinforce development and success. Deliverables: Team Effectiveness Coach Certification (individual assessment, team assessment, participant workbook, content presentation and facilitation, facilitator guide, learner-centered training checklist), Foundations of Team Effectiveness (individual assessment reports, team assessment reports, facilitator guide, participant workbook, presentation and facilitation, Team Effectiveness SharePoint (base SharePoint platform creation, monthly maintenance and regular monitoring). Estimated workload (313.5 hours total): Design and develop curriculum for TEC Certification Workshop (280 hours); Facilitate TEC Certification Workshop (3 day program presentation, presented twice) - 48 hours; Design and develop curriculum for Team Effectiveness Program - 170 hours; Facilitate pilot training and roll out facilitation - 56 hours; Create a base platform for team effectiveness in SharePoint - 100 hours; Monthly maintenance and monitoring of SharePoint - 25 hours. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NAICS Code 611430, with a size standard of $7.0 million applies to this procurement. All proposals received by 4:00 P.M. Central Time, Friday, February 11, 2011, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
