- Source Qualification Statement REPAIR SOURCES SOUGHT FOR THE A-10 UPGRADED DATA TRANSFER UNIT. This announcement is a Sources Sought Synopsis and is NOT a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government. The Government does NOT intend to contract on the basis of this request or otherwise pay for any information solicited herein. The Air force is issuing this repair sources sought announcement as part of a market survey for repair of the A-10 Upgraded Data Transfer Unit (UDTU), Part Number 35Y1000001, Cage 86360, NSN 7025-01-406-5838FJ. Responses to this Notice shall consist of an initial White Paper (not to exceed 3 pages) describing the offeror's capabilities with regard to trouble shooting, testing, and repairing the UDTU. The UDTU uploads initialization data to the Control Display Unit (CDU), Embedded GPS/INU (EGI), and Integrated Flight & Fire Control Computer (IFFCC). It also provides the means to download events from these systems. Repair of the UDTUs must comply with the following drawings and specs: - 16ZE122 Rev E, CAGE 81755, Critical Item Development Spec for DTE - 16VE122001 Rev G, CAGE 81755, Data Transfer Unit Spec Control Drawing - 16VE122002 Rev B, CAGE 81755, Data Transfer Cartridge (For Reference) - T.O. 1A-10C-2-1-1, General Equipment Manual USAF Series A-10C Aircraft, UDTU, Chapter 11.11 (Data Transfer System) The Government does not own any parts lists or Air Force tech orders listing the piece parts of the UDTU nor do they own any repair manuals. Additionally, the government does not have any test equipment for the UDTU. The respondent must be able to demonstrate the ability to obtain or create those resources necessary to perform trouble shooting, repair and testing of the UDTU in a timely fashion. If the offeror is able to obtain the data, manuals, and tech orders from another party, they must be able to demonstrate that they have the legal right to use said resources to repair assets for the government. Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information; point of contact, address, telephone and fax numbers, email address, duns number, cage code and/or tax ID number, as well as size category (large, small, small disadvantaged, etc), a brief summary of the company's capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals. Provide any supporting information such as commercial literature, catalogues, manuals, etc. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet the criteria specified herein as well. White paper responses to this Notice are due on or before 7 March 2011. Parties interested in repairing the UDTU will be required to become a qualified source, in accordance with the attached Source Qualification Statement (SQS). This sources sought synopsis does not constitute an Invitation for Bid (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and responses to it are voluntary. It should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. Since response is voluntary, the U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities.
