Description
AFGHANISTAN ENGINEER DISTRICT SOUTH (AES) Firm Fixed Price Contract for Barracks Buildings, Phases 4 & 5 at Kandahar Air Field, Kandahar, Afghanistan W5J9LE-11-R-0024 08 FEB 2011 The project consists of the construction of Barracks Buildings at Kandahar Air Field, Kandahar, Afghanistan. Facilities include two sets of eight (8) barracks on two adjacent lots for a total of sixteen (16) barracks to provide housing for 1,216 military personnel in each set. Supporting facilities include electrical, water, and sewage distribution systems, mechanical systems, information systems, site improvements, and drainage. The project will be delivered using a modified design-bid-build approach. The Contractor shall be required to perform geotechnical studies and develop the civil and final foundation designs. Technical requirements pertaining to the facilities will be provided. The work under this contract is to be completed while maintaining access to only the identified routes of entry. The work within this contract shall meet and be constructed in accordance with current U.S. design and International Building Codes (IBC), Life Safety Codes (NFPA-101), Force Protection and security standards. The Government intends to make one award as a result of the forthcoming solicitation. Award of a contract will be made to the responsible offeror who submits the lowest priced, technically acceptable proposal that is both realistically and reasonably priced for the work to be performed. Offers will be evaluated in accordance with the evaluation criteria stipulated in the solicitation. An offeror may not receive award, even if it has the lowest priced, technically acceptable proposal, if its price proposal fails to demonstrate that it understands the scope of work required by the solicitation. The applicable NAICS code is 236220 ($33.5M small business size standard). The resulting contract is for 365 days. The magnitude of project range is $30M - $60M.
