Description: Under the authority of FAR 6.302-1, the US Naval War College, Newport, RI, intends to award a sole source, firm-fixed price contract to Noldus Information Technology, Inc. for equipment required for an observation lab and a video conversion and editing suite. The requirement is for the Strategic Studies Group at the NWC. The system will be sole source procurement from the manufacturer and vendor Noldus Information Technology located at 1503 Edwards Ferry Road, Suite 201, Leesburg, Virginia 20176. Certain aspects of the existing laboratory will be maintained while other new specifications will be designed and introduced into new space. Noldus designed, installed and certified the existing laboratory. Due to the uniqueness and complexity of the task, Noldus is ideally qualified to select the hardware which must interface with the Noldus software programs. The systems consist of hardware and software which must be procured together to ensure functionality and to ensure all equipment meets the analytical specifications. The system consists of software/hardware manufactured by Noldus, Dell, Matrix, Panasonic, Crown, and Versa. All the software and hardware components to be purchased constitute an integrated system that Noldus will support in its entirety on a technical level. Under the authority of USC 2304(c) (1) and pursuant to FAR 6.302-1(a) (2), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. Even though a firm-fixed price/sole source contract is anticipated interested firms or persons may submit a capability statement, proposal, or quotation which shall be considered by the agency. All such statements/proposals/quotations for consideration must be received by the Contracting Officer by 12:00 pm, 14FEB2011. A determination by the Contracting Officer not to compete this proposed contract based upon responses to this Notice is solely within the discretion of the Government. The anticipated award date is on or about 18FEB2011.
