Description
BPA Terms and Conditions This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; responses are being requested and a written solicitation will not be issued. This requirement is also a 100% small business set-aside. The document # is BEP-RFQ-11-0046 and this is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-49 including amendments effective January 24, 2011. This requirement is being set-aside as a Total Small Businesses set aside under NAICS code 332710 Machine Shop. Only qualified small business Offerors may submit responses. The Government anticipates awarding one or more Blanket Purchase Agreements (BPA). II. REQUIREMENT: The Bureau of Engraving and Printing (BEP) has a requirement to procure machine shop services to include labor, materials and machine cost for supplying machined parts based on BEP engineering drawings supplied by the various Machine Shops within the BEP. Refer to the attached document entitled, "BPA Terms and Conditions" for additional details. III INSTRUCTIONS: A. Specific: Interested parties shall provide a response in accordance with the below instructions. Response shall be provided on company letterhead, reference BEP-RFQ-11-0046 and submitted to the attention of Richard Hutchinson, Contract Specialist. Responses shall include the following information 1. Past performance information demonstrating experience in providing the types of items found under the aforementioned NAICs code. Past performance shall include at least three (3) references, be limited to and include the following information for each reference: • Name of contracting activity/company. • Total contract/subcontract value. • Description of the contract/subcontract. • Point of contact; name, e-mail address and/or telephone number. • Period of performance. Offerors that are newly formed entities without prior contracts should include a statement to that matter. 2. Pricing: a. Proposed volume discount methodology and pricing; b. Proposed prompt payment discount; 3. Technical and Company Capability: a. A technical and company capability discussion, not to exceed ten (10) pages, demonstrating (i) how the company will provide machine shop services and (ii) the company's capabilities to provide the BEP the full extent of items found under the aforementioned NAICs code. This discussion shall provide the Government with a reasonable assurance that the company has the relevant capability required to meet or exceed the requirement; b. Brochures, lists and any other specific and pertinent information as pertains demonstrating your company's capability to provide this support. B. Provisions: The following provisions apply to this solicitation: 52-212-1 Instructions to Offerors-Commercial Items; 52-212-3 Offeror Representations and Certifications-Commercial Items; 52.219-6 Notice of Total Small Business Set-aside IV. DUE DATE: Responses are due no later than 9:00 A.M. Eastern Time February 22, 2011 and will be accepted either via fax at 202-874-2200 or by e-mail sent to richard.hutchinson@bep.gov. V. Award & Evaluation: The Government will use the submitted information for consideration of a BPA award. The Government will award a single or multiple BPAs resulting from this solicitation to the responsible offeror(s) whose offer(s) conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical and Company Capability, Past Performance and Price. Technical and Company Capability and Past Performance, when combined, are more important than Price.
