- Description
- The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. However, the Government will consider all responses received by 2:00pm EST on 16 February 2011. Interested persons may identify their interest and capability to respond to the requirement. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Booz Allen Hamilton is considered the only vendor who can provide these services required by the Assistant Secretary of the Navy Research, Development and Acquisition Chief Systems Engineer ASN(RDA) CHSENG to perform continued Probability of Program Success (PoPS) v2.2 and applicable Gate Review Core related support. The result is a ten gate review schedule covering the entire acquisition life cycle from the Joint Capabilities and Development System phase through the Operations and Support phase. At each one of these ten gates there are 18 metrics covering all aspects of the acquisition process. For each metric there are approximately six criteria used in determining the value/score of the metric. This whole process equates to 180 metrics and almost 1100 criteria. BAH has been developing an initial set of fundamental tools to analyze the data which will help support acquisition program offices, Program Executive offices and System Commands in meeting the requirements of the ASN RDA memorandum. BAH conducted a summation briefing, the resulting analytical tools (beta version) and provided a tool demonstration. BAH developed the initial beta version of the tool as required by CHSENG. A second beta version is required by the beginning of 3rd quarter FY11 with a final beta version due by the end of the 3rd quarter FY11. The development of the first accredited analytical tool set by BAH to assist ASN RDA ™s role in acquisition governance is due by the end of FY11. BAH has been involved in the technical details of the PoPS process for 30 months and the learning curve for another contractor to perform the total PoPS process in order to viably continue with the development of the analytical tool is significant.
