- The Federal Aviation Administration, Technical Training and Development, is conducting a market survey to improve the Government's understanding of the current marketplace and to identify capable sources. PURPOSE: The FAA desires to identify potential sources to provide Adaptive Learning solutions of technical training, from pre-testing to remediation, through post-hire assessment. Adaptive learning is an educational method which uses computers as interactive teaching devices such as; Web-Based Training (WBT), Computer Aided Instruction (CAI), Interactive Courseware (ICW), Interactive Multimedia Instruction (IMI), Instructor Led Training (ILT) Events, Part Task Trainers (PTT)/Desktop Simulations, Electronic Classrooms and Learning Centers, etc. Computers adapt the presentation of educational material according to students' weaknesses, as indicated by their responses to questions. The overall objective is directed towards the production and delivery of effective technical training products including the Adaptive Learning Process. This market investigation is to determine the availability and technical capability of potential sources. Respondents are highly encouraged to present innovative adaptive learning ideas and approaches that enhance technical training as well as a rough order of magnitude to develop and implement the training solution. CAPABILITY STATEMENT: All responders must provide a Capability Statement that addresses the following minimum criteria (in order): 1. Company Name, Address, Business Size under the 2 separate NAICS codes, CAGE code, and Points-of-Contact (POC) including name, phone number, fax number, and email address. 2. A description of your company's technical approach using adaptive learning methods to develop and deliver technical training web-based courseware development. If the courseware development tools are company proprietary, please note this in your response accordingly. Your responses shall reflect your company's understanding of the skills required in order to develop technical training web-based courseware. 3. Description of your company's past experience, within the last 5 years, for developing all levels of IMI using adaptive learning in support of technical training. Please provide the contract number, dollar value, period of performance and brief scope of work. The electronic submission should be in either Microsoft Word format or portable document format (PDF). Please note that the FAA e-mail server restricts file size to 10MB per email message, therefore, responses may have to be submitted in more than one e-mail in order to be received. This investigation is for informational purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the government. This announcement is a survey, not a solicitation; therefore, the FAA is not seeking or accepting unsolicited proposals. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement.
