N1024-11-0001 February 8, 2010 From: COMSC N1024 Subject: Market Survey for the T-AOE USNS ARCTIC MAINTENANCE AND REPAIR UPGRADE (MARUP) Enclosure (1) NAVSEA DWG 8287176 Rev - This is a request for information only and your response is not an offer. This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings, other than the Heavy Underway Replenishment (UNREP) Testing Guidance at Enclosure (1), available at this time. BACKGROUND/APPROACH The Military Sealift Command (MSC) operates four (4) T-AOE 6 Class ships with a primary mission of providing fast logistical support to the US Navy's fleet. The Military Sealift Command will operate the USNS ARCTIC (T-AOE 8) on a routine scheduled Dry-Dock period. The geographic area of consideration is the US East Coast or Gulf of Mexico. Beginning on/about 11 January 2012, MSC will put the T-AOE 8 into a Regular Overhaul and Dry-docking with a period of performance of approximately 270 days to install a new machinery controls system, habitability modifications (Habmods), heavy UNREP installation, dry-docking, normal maintenance & repair items, and alterations. The machinery control system is being installed as Government Furnished Equipment (GFE) and will be the main focus of the availability alterations. Another large set of alterations are the habmod requirements. The installation of a fully functional prototype Heavy UNREP System for Station No. 6 and backbone equipment for Station 12 (not functional) are also major alterations. The alterations are to enhance operational and control characteristics and consolidate disparate monitoring systems. If not, what certification does it currently hold? Has it ever been NAVSEA certified in the past? (2) This availability is currently anticipated to have a period of performance of approximately 270 beginning on/about 12 January 2012. The dry-docking will be restricted to the first 60 days of the availability. Is your dry-dock available in this timeframe? Do you have the capacity to manage this size availability given other workload anticipated for this same timeframe? (3) The machinery control system will be replaced during this availability by a Government Contractor. The shipyard will be responsible for removing the existing control consoles and supporting GFE installation. The time frame to accomplish this removal is within the first 60 days of the overhaul. What if any experience does the shipyard have with this type of work with imposed time frames of this sort? (4) A large alteration in this package is the installation of a new Heavy UNREP system for Station 6 which will be a fully functional prototype. The Station 12 Heavy UNREP requirements are a "backbone" of equipment which will have to be modified in the future to become functional. The Heavy Unrep alterations will require removal of machinery and installation of foundations and equipment while the ship is on dock to support installation and testing schedules. Also, significant pier testing will be required once the installation is completed by the shipyard. How has your shipyard tested new UNREP systems in the past? Can your facilities accommodate the stretch testing required for completion of this work? A guide to testing is provided as Enclosure (1). (5) This procurement will be solicited under NAICS 336611, Ship Building and Repair. Please indicate your business size status for this NAICS. Is your company a large or small business, and if a small business, do you fall within any of the further classifications (Hubzone, SDVOSB, WOSB, etc.) Please provide your response to this Request for Information by COB 23 February 2011. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government as to the extent of shipyards available for this procurement.
