Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Product Manager Force Sustainment Systems Directorate (PM FSS), intends to award a firm fixed price purchase order on a sole source basis to: EI Electronics LLC, Westbury, NY 11590. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: This purchase is required for Wireless Data Acquisition hardware and software of Product Manager Force Sustainment Systems Equipment. Voltage, and current measurements of a 3-phase electrical system are required by the equipment procured. Wireless data acquisition is the most efficient process; due to the large amount of equipment being tested in the area. PM FSS requires that voltage, and current measurements of a 3-phase electrical system be acquired by equipment and sent back to a computer to be analyzed by project engineers. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Through the use of the internet, it was discovered that Electro Industries offered a wireless Power Sub-meter that logged and transmitted measurements through a wireless network to a computer. Due to the use of PM FSS's electrical system (cables, generators and power boxes), we were able to find a suitable 3 phase power sub meter through Electro Industries, Electro Industries offers a simple and compact sub-meter that meets all of the requirements of PM FSS. Other competitors offer a similar, but more complex product that is not as effective to the government due to an inefficient use of space. Additionally these more complex product options would increase the amount of training the government would need to provide in order for individuals to use such systems. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Market research was performed using the Internet with Wireless Power Meter as the keyword. Search results displayed Electro Industries as the main provider for such equipment. Reviewing their products, and the products of their competitors, the was conclusion that Electro Industries, offered the most ideal product for what PM FSS was looking to do. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
