Attachment 3C - Reporting Requirements Matrix Attachment 3B - Reporting Requirements Quarterly Report Matrix Attachment 3A - Reporting Requirements Instructions Attachment 2 - Dealership/Installation Location Matrix Attachment 1 - Systems Requirements Matrix The main body of the RFI This RFI is limited to manufacturers of systems and modular furniture. If you are a dealer or distributor of systems and modular furnishings, please forward this RFI to the systems and modular furniture manufacturers(s) your company represents. The Air Force is requesting one (1) RFI submission package per systems and modular furnishings manufacturer. RFI responses from dealerships will not be reviewed. DESCRIPTION The United States Air Force (USAF) Enterprise Sourcing Group (ESG) Furnishings Commodity Council is in the process of developing an acquisition strategy for procuring systems and modular furniture. The chosen strategy would provide an enterprise wide, continental United States (CONUS), solution for systems and modular furniture. BACKGROUND To aid in the development of the acquisition strategy, the ESG Furnishings Commodity Council is investigating the availability of systems and modular furniture manufacturers, furnishing trends, and cost saving opportunities. Currently, the Air Force has 71 CONUS procurement offices buying systems and modular furniture with a historical spend of approximately $50M annually. The Air Force has structured this Request for Information (RFI) to target industry feedback on a draft set of requirements. The attachments were developed based on analyzing the Air Force's systems and modular furnishings needs, anticipated furnishing demands and current procurement processes. As a component of the future strategy the Air Force anticipates implementing e-procurement. This is expanded upon in the E-Procurement Overview section of this RFI. DISCLAIMER The purpose of this RFI is to obtain information about market information or capabilities for planning purposes as defined in FAR 15.201(e). Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Offerors are advised that only Air Force Contracting Officers are legally authorized to commit the Government to the obligation of funds. Offerors are solely responsible for all expenses associated with responding to this RFI. For copyright purposes, offerors are also advised that submitting a proposal implies express permission for the Government to use the data, pictures, and other information contained in the submittals. We highly encourage all interested manufacturers to provide a complete and thorough response to this RFI, however not responding will not preclude participation should a solicitation be released. Please monitor the Federal Business Opportunities (www.fbo.gov) website for future information pertaining to this potential requirement. REQUESTED INFORMATION The ESG Furnishings Commodity Council is requesting your input to gather information to help us refine our requirements and to identify qualified manufacturers who might be able to meet our future requirements. This RFI allows manufacturers the opportunity to provide input and recommendations consistent with their product line offering, industry trends, and cost saving suggestions. All manufacturers with an appropriate product relating to the requirements set forth in the Requirements Matrix attached hereto are invited to provide data on the capabilities of your company. In addition to the attached documents, please provide a point of contact (POC) within your company, your company's cage code and DUNS number, and your company's number of employees. General questions or comments concerning the RFI or e-procurement should be submitted via e-mail. This RFI includes three sections with attachments: 1)Requirements Matrix (attachment 1) 2)Dealership/Installation Location Matrix (attachment 2) 3)Reporting Requirements Matrix (attachments 3A, 3B, 3C) The Air Force will not accept or acknowledge: e-mails over 2MB, brochures, samples, catalogs and any other marketing solicitation information. This new application will establish a "store-like" environment for AF buyers to purchase certain kinds of installation goods and services. In terms of functionality, it is similar to other commercial "shop and buy" e-purchasing sites available on the Internet. This new tool will allow the Air Force to more aggressively manage cost by restricting the choices buyers will have when they need to make purchases (e.g. furnishings). This new tool will also help capture a large share of Air Force's overall spend by manufacturer and product. To support the shopping and e-ordering capability within this tool, supplier agreements (pricing, terms, etc) will need to be loaded into AFWAY II. Future awardees will be required to provide an electronic catalog for all of the contract items they will be selling to the Air Force. The catalogs will need to include a digital picture as well as complete information on each product. INSTRUCTIONS FOR SUBMITTAL OF ATTACHED DOCUMENTS 1) Requirements Matrix: There is one (1) attachment supporting this requirements section of the RFI. The requirements matrix is the means in which to provide data on the capabilities of your company. Please note that our goal is to have multiple systems furniture options, and to have those options compatible and interchangeable within a single or multiple series provided by a manufacturer within their standard product line. All line items with "meets requirements" selected shall be compatible with one another through a single manufacturer. a. Column A (Titled: Section) - do not modify b. Column B (Titled: Requirement Description) - do not modify c. Column C (Titled: System Capability) Provides a block to rate your capability. Please input one of the following options via the pull down menu associated with the matrix: i. "M" = Meets ii. "DNM" = Does Not Meet iii. "U" = Unknown d. Column D (Titled: Actual Value) Provides a block to input actual values of your systems capability i. Example: "Panel thickness shall be between 2-7/8"-4"". Possible responses could include: 1. Manufacturer answers "M" (Meets), and includes in the "Actual Value" field that their panel is 3 ¼" thick. 2. Manufacturer answers "M" (Meets) and includes in the "System Name/Details/Comments" they offer 2", 3" and 3 ½"thicknesses. 3. Manufacturer answers "DNM" (Does Not Meet) and includes in the "Actual Value" field that their panel offering is actually 2-3/8" thick. e. Column E (Titled: System Name/Details/Comments) Allows a block to provide a brief description or if applicable, provide any relevant industry trends or concerns impacting the requirement and/or its associated cost, as the examples in part "d" of this section refers. All information shall be kept within the same cell, without inserting rows into the spreadsheet. Responses to the above (attachment 1) should not exceed fourteen (14) one-sided pages, 8.5"X11" paper, with font no smaller than 10 pitch with a minimum of one (1) inch margins. 2) Dealership/Installation Location Matrix: There is one (1) attachment supporting this dealership/installation location section of the RFI. The dealership/installation location matrix is the means in which to provide data on your manufacturer authorized dealers who could potentially service Air Force system and modular purchases of your products. Services would include activities such as, design, installation, and warranty work: a. Column A (Titled: MAJCOM) b. Column B (Titled: Base) c. Column C (Titled: State) d. Column D (Titled: Zip) e. Column E (Titled: Dealership Name/Address) Provide the primary dealership information in the cell adjacent to that installation. If there are secondary dealership options in that area, insert a row for each under the line for that installation. f. Column F (Titled: Distance from Base) Provides a cell to provide your dealership's approximate distance from the listed Air Force installation. Please input one of the following options via the pull down menu associated with the matrix: i. 0-10 Miles = dealership is located within 10 miles ii. 10-30 Miles = dealership is located between 10 and 30 miles iii. 30-60 Miles = dealership is located between 30 and 60 miles iv. 60-100 Miles = dealership is located between 60 and 100 miles v. 100-200 Miles = dealership is located between 100 and 200 miles vi. 200 + Miles = this dealership is located more than 200 miles g. Column G (Titled: Dealership Socio-economic Status (LB, SB, SDB, WOSB, HUB ZONE, SDV, Other, MULTIPLE) provides a cell to rate any socio-economic designation affiliated with the dealership written in Column E. Please input one of the following options via the pull down menu associated with the matrix: i. LB = this dealership is a Large Business ii. SB = this dealership is a Small Business iii. SDB = this dealership is a Small Disadvantaged Business iv. WOSB = this dealership is a Women Owned Small Business v. HUB ZONE = this dealership is designated a Hub Zone location vi. SDV = this dealership is a Small Disabled Vets company vii. OTHER = other socio-economic status - please list under Column "H" viii. MULTIPLE = please list all socio-economic categories under Column "H" h. Column H (Titled: Comments) Provides a cell to include any additional comments, to include specifics if a dealership is registered under multiple socio-economic categories. All information shall be kept within the same cell, without inserting rows into the spreadsheet. Responses to the above (attachment 2) should not exceed twelve (12) one-sided pages, 8.5"X11" paper, with font no smaller than 10 pitch with a minimum of one (1) inch margins. 3) Reporting Requirements Matrix: There are three (3) attachments supporting this reporting section of the RFI. Two (2) of the attachments (Attachment 3A and Attachment 3B) are sample reporting requirements the Air Force is considering requesting from Systems and Modular Furnishings manufacturers. These documents are for reference purposes only and are not to be filled out for this RFI. Attachment 3C is where RFI responders are to comment on the sample reporting requirements shown in attachments 3A and 3B. Reporting Requirements Instructions (Attachment 3A): - do not modify The reporting requirements instructions document consists of definitions for each reporting requirement. The goal of the document is to make sure the manufacturer knows exactly what is to be reported on the reporting requirements matrix. The manufacturer shall report the data collected throughout the government fiscal year (FY): a. FY Quarter 1 beginning 1 October ending 31 December deliverable due 15 January b. FY Quarter 2 beginning 1 January ending 31 March deliverable 15 April c. FY Quarter 3 beginning 1 April ending 30 June deliverable 15 July d. FY Quarter 4 beginning 1 July ending 30 September deliverable 15 October The report shall be completed in the attached Systems and Modular Furniture Quarterly Report Matrix (attachment 3B). Reporting Requirements Quarterly Report Matrix (Attachment 3B): - do not modify The reporting requirement matrix is provided as an example report manufacturers would deliver their data in each quarter as identified above. The submission would be provided as an editable file in Microsoft Excel 2007. Data fields would be filled out thoroughly for each line item, not populated with "same as above". In addition, all cost columns would be provided in United States (US) currency. Reporting Requirements Matrix (Attachment 3C): The reporting requirements matrix is the means in which to provide RFI feedback on the sample reporting reports 3A and 3B. The Air Force goal is to make sure your company can provide all required reporting data fields in the reporting requirements quarterly report matrix. The matrix consists of the following columns: a. Column A (Titled: Section) - do not modify b. Column B (Titled: Reporting Requirements Description) - do not modify c. Column C (Titled: System Capability) Provides a block to rate your capability. Please input one of the following options via the pull down menu associated with the matrix: i. "M" = Meets ii. "DNM" = Does Not Meet iii. "U" = Unknown d. Column D (Titled: Comments) Provides a block to input comments regarding your capabilities. A brief description of how your system achieves the requirement can be included as well. All information shall be kept within the same cell, without inserting rows into the spreadsheet. Responses to the above (attachment 3C) should not exceed four (4) one-sided pages, 8.5"X11" paper, with font no smaller than 10 pitch with a minimum of one (1) inch margins.
