Description

This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. NAVSURFWARCEN Crane Division has a requirement for general engineering and technical services for support of the AEGIS Continuous Wave Illuminator (CWI) Tubes in support of the MK99 Fire Control System (FCS) and Simplified Driver (SDR) Traveling Wave Tube in support of the AN/SPY-1D(V) Radar to increase reliability, improve performance, and reduce acquisition costs of CWI TWTS and SDR TWTS which are microwave tubes used in the AEGIS Weapons Systems. Other supporting tasks consist of quality, configuration management, packaging, handling, storage and transportation, program management and support of Government Furnished Equipment (GFE). All these services shall support engineering for the SDR and CWI production and repair efforts. Contract Line Item Numbers (CLINs) will be included as follows: CLIN 0001 Engineering and technical services to increase reliability, improve performance and reduce acquisition costs of CWI and SDR TWT designs used in support of the AEGIS AN/SPY “ Radar Systems in accordance with the Level of Effort and Government Statement of Work (SOW). CLIN 0002 Contract Data Requirements Lists (CDRLs) A001 “ A010. This solicitation will utilize sole source procedures for Communications and Power Industries (CPI), Palo Alto, CA yielding an Indefinite Delivery/Indefinite Quantity IDIQ Cost plus Fixed Fee contract with an ordering period of five years from the contract award date. The basis for restricting competition is the proprietary information/data rights owned by CPI to the design of these CWI TWTS and SDR TWTS who have also been proven to meet the performance and interface requirements for this weapons program. Delivery will be specified in individual orders with technical direction provided by technical instructions. The Contractor must be registered in the Central Contractor Registration database, located at http://www.ccr.gov. The North American Industry Classification System (NAICS) Code for this procurement is 541330 and the size standard is $4.5M, Federal Supply Class R425. A formal solicitation will not be issued and no hard copies will be mailed or posted. Interested parties can request requirements documents from the point of contact herein. All qualified/responsible parties may submit a proposal for this procurement, which will be considered by the Government.
