Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Combat Feeding Directorate (CF), intends to award a firm fixed price purchase order on a sole source basis to: Karen Thompson Bullock, West Brookfield, MA 01585. THIS IS NOT A REQUEST FOR PROPOSALS. RESPONSES TO THIS POSTING WILL BE USED FOR FUTURE REFERENCE IN FUTURE SOLICITATIONS ONLY. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: Support Project Officer in support of the Armed Forces Recipe Service by reviewing for accuracy and making any necessary corrections to 1700 AFRS recipes in MS Word format. Standardize Methods of Preparation and Notes according to established SOP's. Calculate recipe yield factors for food ingredients. Perform yield studies to determine required information and complete recipe development as needed. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Contractor has prior experience working for the Armed Forces Recipe Service as a Food Technologist and Registered Dietitian. Contractor has been employed on and off since the early 1980's and is very knowledgeable about the 1905+ AFRS recipes and has prior experience performing recipe development. Contractor has a vast knowledge of the principles of food as it pertains to food science; the standards of procedure involved in standardizing quantity recipes; culinary skills; technical, editorial and scientific writing experience; and holds a 5 year Certification (2008-2013) as a Food Safety Manager by the National Restaurant Association, very necessary for this type of work. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Task is unique to the Government. Natick is the technical advisor to the Army for the Armed Forces Recipe Service. Natick also owns a unique Recipe Development System (RDS), a single user, DOS based program used to create the AFRS recipes. Contractor is familiar with the operation and maintenance of the AFRS recipe database and can maintain quality control of the system for the recipes. 4. Any other facts supporting the use of other than full and open competition: Natick and Defense Supply Center Philadelphia (DSCP), have an Interagency Agreement in place to load the AFRS recipes into the Common Food Management System (CFMS), a new food management system mandated by Defense Logistics Agency (DLA) that will be used to feed the Military Services. In the past year, aforementioned contractor has done an outstanding job in standardizing and updating the AFRS recipes. Replacement of contractor will slow down the update process and could delay the Pilot date of CFMS. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6. This posting is a modification to the originally awarded posting. The purpose is notification that there is an increase in the number of hours required to accomplish this effort. 7.
