Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, the test program in FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and written solicitation will not be issued. This solicitation is issued under Request for Quotation (RFQ) number W912LP-11-Q-0010. All proposals shall reference the RFQ number and shall be submitted by 8:00 a.m. local time on 22 February 2011. The anticipated award date is 8 March 2011. This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular FAC 2005-49 dated 24 January 2011. This acquisition is open for Full & Open Competition. The North American Industry Classification System Code (NAICS) 721110 size standard of $30.0m. Contract line item numbers and quantities: CLIN 0001AA, Lodging Requirements: 40 sleeping rooms for Friday, 5 August 2011; CLIN 0001AB, Lodging Requirements: 80 sleeping rooms for Saturday, 6 August 2011; CLIN 0002AA, Meeting Space Requirements: One (1) Registration Area for Saturday, 6 August 2011 from 8:00 a.m. - 10:00 a.m.; CLIN 0002AB, Meeting Space Requirements: One (1) General Session Room large enough to accommodate 150 people for Saturday, 6 August 2011 from 8:00 a.m. - 10:00 p.m. and Sunday, 7 August 2011 from 8:00 a.m. - 1:00 p.m.; CLIN 0002AC, Meeting Space Requirements: Four (4) Breakout Rooms large enough to accommodate 40 people Saturday, 6 August 2011, 9:00 a.m. - 5:00 p.m. and Sunday, 7 August 2011, 9:00 a.m. - 12:00 p.m.; CLIN 0002AD, Meeting Space Requirements: One (1) Breakout Room for Behavioral Health Consultations Saturday, 6 August 2011 from 9:00 a.m. - 5:00 p.m. and Sunday, 7 August 2011 from 9:00 a.m. - 12:00 p.m.; CLIN 0002AE, Meeting Space Requirements: One (1) Breakout Room for Supplies Storage from Friday, 5 August 2011, 12:00 p.m. through Sunday, 7 August 2011 2:00 p.m.; CLIN 0003AA, Breakfast Meal Requirements: 150 Continental Breakfast Meals set up Saturday, 6 August 2011 from 8:30 a.m. - 10:30 a.m. and Sunday, 7 August 2011 from 8:00 a.m. - 10:30 a.m.; CLIN 0003AB, Lunch Meal Requirements: 150 Buffet-Style lunches set up and served in the General Session Room on Saturday, 6 August 2011 starting at 12:15 p.m.; CLIN 0004, Contractor Manpower Reporting (CMR). Vendors shall review the Statement of Work (Attachment #1) and Proposal Submittal Requirements (Attachment #2) for a detailed list of events, description of CMR, and proposal submission requirements. The prices provided for each of the SUB CLIN's above shall include all required taxes, gratuities, and fees. NOTE: The Government is exempt from state and federal taxes. Clarification for CLIN 0004: the vendor is allowed a one-time fee for compliance with Contractor Manpower Reporting (CMR); see Attachment #1 for details. The following provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial Items. FAR 52.212-2, Evaluation - Commercial Items. The Government will award a firm-fixed priced contract resulting from this solicitation, to the responsible offeror whose offer conforming to the solicitation will be Best Value to the Government. Best Value is the most advantageous offer, price and other factors considered with the Government's stated importance of evaluation criteria. The Technical factors will include Ability to provide Room Accommodations, Ability to provide Subsistence Requirements and Ability to provide Meeting and Storage Space Accommodations. Technical and Past Performance, when combined, are approximately equal to Price. The Government intends to evaluate proposals and award a contract without discussions. Therefore, Offeror's initial proposal should contain the Offeror's best terms from a cost or price and technical standpoint. FAR 52.212-3 (Alt 1), Offeror's Representations and Certifications, Commercial Items (Offerors shall include a completed copy as part of their quote or a completed registration on the ORCA website (https://orca.bpn.gov/login.aspx). The following clauses apply to this solicitation: 52.211-16, Variation in Quantity (a) A variation in the quantity of any item called for by this contract will not be accepted unless the variation has been caused by conditions of loading, shipping, or packing, or allowances in manufacturing processes, and then only to the extent, if any, specified in paragraph (b) of this clause. (b) The permissible variation shall be limited to: 10 Percent increase or 10 Percent decrease. This increase or decrease shall apply to the total number of meals served and rooms occupied. 52.212-4, Contract Terms and Conditions - Commercial Items (By Reference); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -Commercial Items (Full Text).
