- The US Army Corps of Engineers, Rock Island District, intends to procure 15 Gate Seal Strips for the Lockport Lock on the Illinois Waterway on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. The US Army Corps of Engineers, Rock Island District, intends to enter into a firm fixed-price contract with Seals Unlimited, Inc. of Hillsboro, OR. Seals Unlimited, Inc. is the only known company producing the Gate Seal Strips #2990 profile, 4" odd bulb with 4-PLY HD nylon fabric reinforcement X 1-1/4" thick tail X 8-1/2" OAW molded profile X ~9Ft 8" long using the Corps of Engineers natural rubber gate specification material with a 60-70 Durometer hardness due to the fact Seals Unlimited, Inc. ended up with both of the tooling sets for the Miter Gate Seal when they purchased Buckhorn Rubber in 2004. All 15 Gate Seal Strips must be delivered to the Illinois Waterway Project Office in Peoria, Illinois 60 days after contract award (approximate delivery date April 01, 2011). The NAICS code for this procurement is 326291 with a size standard not to exceed 500 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by Friday February 18, 2010 @ 2:00 PM CST. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The US Army Corps of Engineers, Rock Island District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirement listed. In order to receive a government award, a firm must be registered in the DoD Central Contractor Registration Database (CCR) (www.ccr.gov). Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information.
