N40085-11-R-0502 INDEFINITE QUANTITY CONTRACT FOR MULTI-DISCIPLINE ARCHITECT AND ENGINEERING SERVICES IN SUPPORT OF PROJECTS AT PUBLIC WORKS DEPARTMENT MAINE AREA OF RESPONSIBILITY, (ME, NH, MA, CT, RI, VT, NY). 1) The deadline for submitting questions on this Pre-solicitation announcement is Monday February 14, 2011 at 12:00 p.m. 2) Significant Evaluation Factor No. 9, Small Business Subcontracting Plan, is hereby changed to edit the goal relative to service-disabled veteran owned small business only and is changed from 5% to 3%. Question:As an engineering firm, we will be taking the lead as a prime consultant for this project and will be utilizing the services of several subconsultants to fulfill the desired scope of work. Do our proposed subconsultants have to be small business, HUBZone small business, small disadvantage business, etc. in order to fulfill the participation goals as listed above? Answer:Pursuant to Federal Acquisition Regulation 52.219-9 large firms must submit a small business subcontracting plan. Small businesses are exempt from this requirement. Small businesses that do not submit a small business subcontracting plan will be rated as neutral for Significant Evaluation Factor No. 9. Question:Is a portion of this contract to be awarded to a separate small business entity? Answer:No portion of this contract will be set aside specifically to a small business entity. This announcement is unrestricted as to business type. Question:Would you please provide examples of the types of new and renovated facilities that will be required under this IQC? Answer:Industrial and Administrative. Question:Can you tell me if this contract is being awarded to a single firm or multiple firms? Answer:Single firm. Question:Could you please tell me if there is a limit on the number of example projects allowed in the SF330 form? Answer:There is no limit other than what is stated in the Pre-solicitation announcement, i.e, Part I Contract-Specific Qualifications is limited to 50 pages. Double sided pages shall be counted as two pages. There is no limit on Part II General Qualifications. Question:It is our understanding that a 50-page limit for Part I would actually allow for 100 pages of content if using both the front and back of each page. Is this a fair assessment and if we do use both sides of all 50 pages will you allow all of them to be included in the evaluation process? Answer:Pursuant to the Pre-solicitation announcement, double sided pages shall be counted as two pages. Question:We are assembling our team for the above solicitation and wonder if it would be preferable to NAVFAC if we were to form a JV with our key local consultant or if a teaming arrangement or even a prime-sub relationship would suffice? Answer:Team structure is the sole business decision of the firm proposing. Question:The preponderance of the projects are electrical mechanical in the scope of services statement, but building related work seems to be what is important in the Corporate Experience Section. Can you validate we should focus on the scope of individual task orders description. We want our submittal to be as precise as possible. Answer:The majority of the tasks described in the scope of individual task orders do apply to buildings (new design, major renovation, energy upgrades, etc.). However, a small percentage of task orders awarded under this contract may be for facilities other than buildings, i.e., dry docks and utilities.
