- N4008511R0503 INDEFINITE QUANTITY CONTRACT FOR ARCHITECTURAL AND PLANNING SERVICES IN SUPPORT OF PROJECTS AT PUBLIC WORKS DEPARTMENT MAINE AREA OF RESPONSIBILITY, (ME, NH, MA, CT, RI, VT, NY) 1) The deadline for submitting questions relative to this Pre-solicitation announcement is Monday February 14, 2011 at 12:00 p.m. Question:Criteria 5 Past Performance listed under the Significant Evaluation Factors states References and literature on past performance should be included. Are these subject to the 50 page limit? Answer:Yes, Past Performance is subject to the 50 page limit. Please see Section F of Part I of the SF 330. Present as many projects requested by the agency or 10 projects if not specified. Question:Can the Organization Chart be included on 11 x17 paper? Answer:Yes the Organization Chart can be included on 11 x17 paper. Question:Can you please tell me what Title 1A investigatory, title 1B design, and Title II construction inspection services is referring to in the synopsis? Answer:Title 1A are investigatory services, examples include but are not limited to, feasibility studies, and forensic investigations. Title 1B services are traditional design services examples include but are not limited to schematic design, design development, construction documents, and construction administration. Title 2 services are construction quality control and inspection services. Generally, we contract Title 2 services for independent surveillance during construction. If an architectural engineering firm is the designer of record that firm would not be eligible for Title 2 services on the same contract. An example of Title 2 services includes, but is not limited to, special inspections associated with a deep foundation system as prescribed by the building code. Those special inspections must be contracted to an architectural engineering firm that is independent of the project.
