Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with FAR 13.5, as applicable and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Submit offers on RML-RFQ-11006. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-49 dated 1/24/2011 and -48 dated 1/31/2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 334516 and the small business size is 500. SCHEDULE: The National Institute of Allergy and Infectious Disease (NIAID), Rocky Mountain Laboratories (RML), Laboratory of Virology (LV), has been charged with supporting basic research on the mechanisms utilized by emerging viral diseases to subvert host innate immune responses. This work includes high throughput assays based on PCR techniques. The RML currently has a need for the equipment listed below (or equal): 1. Two PCR modular thermal cyclers. These machines must provide a highly versatile, high throughput format for PCR with a minimal foot print. It is important that the thermal cyclers are compatible with the modules currently used by the LV to ensure experimental reproducibility between machines, and are compatible with existing internal, on site equipment and technologies. The thermal cyclers must provide real-time PCR as well as a high resolution color display, calculated and block temperature control modes, capability to use USB devices such as mouse, bar code reader or USB flash drive. 2. One optical reaction module to work in conjunction with these thermal cyclers. This module is to provide qPCR delivering reliable and sensitive results. This module must have excitation and detection methods which detect wavelengths of 450-700nm, as well as temperature control with accuracy of +/- 0.2 degree and the capability to provide uniformity of the set temperature. 3. One high current power supply which must be compatible with the other equipment on this solicitation. It is required that this power supply provide LCD display and easy monitoring. Programmable output is necessary, and should provide for 1 V increments up to 250V, 0.01 Amp increments up to 3.0A, and 1 Watt increments up to 300W. 4. Two Basic power supplies which must be compatible with the other equipment in this solicitation. Output programmable by 1 volt increments up to 300 volts and by 1mA increments up to 400 mA, and up to 75W maximum is required. 5. One automated cell counter. This equipment must provide accurate, reproducible counts for live and dead cells. The counting function should not exceed 30 seconds, and must be able to provide count for total cells, live cells, and live/dead cell ratios. Count information must be able to be printed on labels, and have capability to be stored in the unit and transferred via USB to a computer. 7. Two cases counting slides for the above automated cell counter. 8. 2x5ml of 2x real-time PCR mix containing dNTPs, Sso7d fusion polymerase, MgCl2, stabilizers. Size is to be applicable for 500x20ul reactions. 9. 2x500U High Fidelity DNA polymerase including 5x reaction buffers, MgCl2, DMSO. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. Award will be based on the capability of the item offered to meet the above stated salient characteristics, delivery, price, and the best value to the government.
