Description
The Center for Seabees and Facilities Engineering (CSFE), Port Hueneme anticipates a follow-on contract requirement for the development of the Assault Follow-on Echelon (AFOE) Operations Handbook in conjunction with the development of the Sealift Orientation Handbook. The requirement includes development of Interactive Multimedia Instruction (IMI) learning content and Standard Operating Procedures (SOP) for Cargo Offload and Discharge Systems (COLDS). Additionally, the government will require the successful contractor to provide training support and perform revisions to the Naval Support Element (NSE) Maritime Pre-positioning Forces (MPF) operation (Seaward) handbook and Operations (Landward) handbook, Personnel Qualification Standards (PQS) and IMI learning content. In order to successfully execute this requirement, it is estimated that 60% of the curriculum and handbook content development will be based on the contractor ™s knowledge and experience in the COLDS program. Therefore, the contractor must be able to provide expertise and subject matter experts to meet the minimum performance requirements as follows: Plan, analyze, design and develop the Assault Follow-on Echelon (AFOE) Operations Handbook and the Sealift Orientation Handbook to include development of Personnel Qualification Standards for AFOE Operations Watch Stations; development of an IMI Course Outline of Instruction (COI); and implementation of the IMI learning content. Plan, analyze, design and develop Standard Operating Procedures for COLDS systems. Systems include but are not limited to the Warping Tug, Causeway Ferry Power Module, Causeway Ferry, Roll-On/Roll-Off Discharge Facility, Amphibious Bulk Liquid Transfer System, MPF Utility Boat, Landing Craft Mechanized VIII (LCM-8), Elevated Causeway System, LARC V (including SLEP and non-SLEP vehicles) and Combat Rubber Raiding Craft (CRRC)/Inflatable Boat. Provide technical support in developing and revising other training courses, handbooks, PQS, NTSPs, Technical Manuals, Activity Manning Documents, Navy Enlisted Classification Codes, and IMI pertaining to the Sealift Orientation Handbook. There will be anticipated travel to Little Creek, VA and San Diego, CA for In-Process Reviews (IPR). It is anticipated that the primary North American Industry Classification System (NAICS) code for this procurement is 541519 (Other computer related services). However, the following NAICS code may also apply to this procurement: 541690 (Other Scientific and technical consulting services) and 511130 (Technical manual publisher). This is a follow-on requirement. The incumbent contractor is Computer Sciences Corporation. The anticipated performance period(s) will span 3 years (12-month base period and two 12-month option periods). A Cost Plus Fixed Fee (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ) contract is anticipated. All interested offerors should respond with a Capability Statement that succinctly describes the contractor ™s experience and knowledge to effectively execute this requirement. As a minimum, the capabilities statement should address the following: (1) The contractor ™s relevant experience, and thorough understanding of the Cargo-Off-Load and Distribution System (COLDS) training program. Identify in your statement the proposed Subject Matter Experts (SME) and address his/her relevant experiences in developing COLDS- related curriculum. (2) The contractor ™s experience in developing and revising handbooks and technical manuals and developing joint training for Army/Naval Support Element personnel in offloading/backloading MPF ships. (3) The contractor ™s experience in developing and managing Instructor-led training courses and Web-based training programs. All interested parties should specify their primary NAICS code and business size. In addition, any Small Business concerns must identify their small business socio-economic categories when submitting their capabilities statement.
