- Description
- The Bureau of Engraving and Printing (BEP) intends to award the purchase of "two (2) Lab QMD-PrePress QC-2005 quality measuring devices to support PhotoOffset prepress" to KBA-Giori. The purchase will be made under FAR part 13. This acquisition will be made under a Justification for Other than Full and Open Competition (JOFOC) as there is only one responsible source. The JOFOC is per FAR part 6.302-1. This is a sole source acquisition because LabQMD Prepress is manufactured exclusively for KBA Giori by Quality Engineering. The BEP is currently using a QMD to capture, and analyze images in Engraving/Platemaking, Printing, Quality Assurance and other departments. The instrument in use is not capable of capturing images, and measuring images on the Offset printing Plates. A demonstration of the LAB QMD Prepress has proven capability to do so. Acquiring the upgraded LabQMD Prepress, and using it in conjunction with the earlier generation QMD, will give BEP much needed capability of assuring matching banknotes of each plant, as well as increasing the overall quality of BEP produced banknotes. The software used with the LabQMD Prepress is proprietary. The new unit will work in conjunction with the earlier generation, and has the ability to interchange parts, and interface software use. BEP already has the knowledge to successfully use the earlier generation device, and needed training will be minimal. If BEP were to find, and acquire a unit that can accomplish what the LabQMD can, there will be shortcomings. The BEP will not have the interchangeability with earlier model, and the capability of measuring line width on the offset printing plates accurately prior to seeing the printed image. Variations noticed at press, are too late, and too costly. This requirement does not result from of lack of planning or expiration of funds. This requirement is the result of a defined need to upgrade equipment, specifically the QMD inspection equipment to meet the needs of the BEP as its upgrades and compliments the equipment used in the manufacturing of U.S. currency.
