Description
THIS IS A SPECIAL NOTICE NOLY: THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Department of Veterans' Affairs, James A. Haley Veteran's Hospital (JAHVH) located in Tampa, FL intends to solicit and negotiate a sole source requirements contract with CardioNet. Address: 227 Washington Street Suite 300 Conshohocken, PA 19428-2086. Device: Mobile Cardiac Outpatient Telemetry (MCOT) 1. Scope: The contractor shall provide: Remote cardiac monitoring to facilitate optimal patient care. For the ___ James A. Haley (VA) Hospital (Tampa) (Fl) in strict accordance with this contract. Mobile Cardiac Outpatient Telemetry (MCOT ), ENT monitoring, and Holter monitoring. Services shall be provided for patients 24 hours a day via the small sensor and monitor the patient wears as they continue with their normal daily routine that includes inservice specialist who assists the physician's staff in enrolling patients, and a patient educator who instructs patients on the setup and use of the CardioNet System. 2.Requires a comprehensive knowledge of the specialized use of the CardioNet System, particular to CardioNet's physician's comprehensive portfolio of cardiac arrhythmia monitoring services for diagnosing patients and monitoring the efficacy of treatment. Contractor will Provide Physicians with unparalleled flexibility in diagnostic care, utilizing CardioNet's monitor patients 24 hours a day via the small sensor and monitor the patient wears as they continue with their normal daily routine. Contractor will also transmit and/or upload as events occur; patient activity is automatically transmitted to the CardioNet Monitoring Center for analysis and response. The CardioNet Monitoring Center provides physicians with the succinct, integrated information they need for diagnosis and therapy management, Physicians can receive the data via fax or the Internet. 3. The device is given to patients to use for 2 weeks to 1 month depending on the indication for MCOT monitoring. Initially, a prescription for MCOT will be either faxed or submitted via on-line enrollment to the vendor. The vendor will contact the patient to schedule the patient education call. Alternatively, the monitor will be sent directly to the patient via UPS. A Patient Educator's will contact the patient at the scheduled time to conduct patient education, hook up of the monitor and to establish a baseline from home. 4. After the evaluation period, the patient returns the device to the company in the UPS envelopes provided. 5. Data Management: 1. Data Transmission Data is transmitted wirelessly via cell phone towers. While patient is wearing the device, daily reports will be made available to James A Haley VA Medical Center via fax or online. When asymptomatic and/or symptomatic ECG events are transmitted to the company and its meets notification criteria, an alert is sent out to the prescribing MD for evaluation. In addition a daily ECG/Telemetry report with a daily AF burden graph is also available via fax or on-line. An End of Service Summary Report is often available 3-5 days after the monitor is shipped back to the vendor. (Access to the data from the website is limited to the physicians and/or any other authorized representative responsible for evaluating the data.) 6 ECG Evaluation Once the ECG data is ready for evaluation, the company alerts the department in 2 ways. For Urgent/Emergent Reports the vendor initiates a call to the cardiology department (authorized representative) to alert him/her of the Urgent/Emergent Report and sends the data via fax or it is accessed online. Daily ECG/Telemetry reports are faxed daily or accessed online. 7. Documentation Daily ECG/Telemetry reports, Urgent/Emergent Reports and End of Summary Reports are available via fax and online. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6. 302-1. interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all information received by 10: 00 AM. EST, 02/15/2011, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NAICS 621610 with a size standard of 500 employees.
