Description

This is NOT a solicitation announcement. This is a Sources Sought Notice only. The purpose of this sources sought synopsis is for market research purposes to determine if capable, qualified businesses possess the capability to provide the NPPTL physiology laboratory with a 34 zone, sweat capable, thermal manikin that can reflect changes in specific body parts (face, feet, dorsal part of hand, palms and others) to evaluate different clothing systems or personal protective equipment. Specifically, NPPTL is looking for a thermal manikin with sweating capability that has special software for interaction with a virtual human computer thermoregulatory model and provides a minimum of 34 zones. The combination of thermal manikin + thermoregulatory model provides a huge step forward in the ability to predict human comfort under a variety of clothing and environmental conditions. NPPTL will also need a transportation device for the thermal manikin that makes it easier to move from one place to another for different testing environments (e.g. chamber, laboratory). Sources who believe that they possess the capabilities to provide the requested items are invited to submit their capabilities statement demonstrating their 34-zone, sweat capable, manikin with related software and transportation device. Please limit your response to no more than three (3) pages (size: 8.5"x 11" pages, with 1" margins), using Times New Roman 12 pt font or equivalent, and submit in editable Microsoft Word 2003 or later or editable Adobe PDF formats. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a sole-source requirement.
